- The Ministry of General Education and Instruction (MoGEI) of the Government of South Sudan (GoSS) has received Grant from the World Bank towards the cost of implemention of Project Title: Building Skills for Human capital Development in South Sudan (BSHCDSS). Based on the aforementioned, MoGEI intends to use portion of the proceed of the to finance for the position of Procurement Specalist on a contract basis.
- The Overal Ojective of the assignment will be generally to provide procuremet management support to Project Implementation Unit (PIU), he/she will be responsible for the implementation of sub-projects or actvities which shall be undertaken in full compliance of the project Procurement Management Framwork (PMF) and in conformity with South Sudan Procurement Policy and laws, and the World Bank (WB) procurement procedures, guideline and regulation.
- Responsiblities: The Procurement Specialist will be responsible for the provission of technical support to the program in general and advice MOGEI/Implementing Partner (IP) by providing technical guidance to ensure complince in the implemention of procurement activities, policy and adhereing to to general procedures and guideline of the World bank (WB) in order to ensure quality output of program interventions and all tasks detailed in the Term of Reference (TOR) that will be provide upon submissn of application (in person or by E-mail) . Government officials or civil servants will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six months prior to the date of the advert; (ii) their employment will not create conflict of interest.
- Duration: the assignment will be for a period of twenty-four (24) months with a possibility of extension, subject to satisfactory performance.
- Selection criteria: The slection shall be based on qualification, experience and skills of the candidate and followed by an interview. The qualification, experience and skills should include: A Masters Degree in procurement, economics, Bussiness Administration, Engineering/ Law, project Planning and Management. or any other related field.
- Chartered Institute of Supply and Management (CIPS) or similar International Certification will be a distinct added advantage.
- At least eight (10) years' general experience in procurement with at least six (6) years working on projects funded by World Bank or other Multilateral development Banks.
- Kowledge of World Bank or Multilateral Development Bank procurement Rules and procedures.
- Working Knowledge and proficiency in South Sudanese Procurement Law and Regulations will be added advantage.
- Experience in handling high value contracts for works, goods and services that require International competitive bidding under World Bank or Multilateral Development Banks rules. Excellent written and verbal communication skills. Fluency in English, Excellent report writting skills, a high level of interpersonal and management skills and ability to work with teams in the organization at all level, must be able to work under pressure and tight deadlines. Computer knowledge and skills in (MS Word, MS excel), and internet/email is a mandatory requirement, proven integrity and confidentiality in handling public resources.
Demonstrated interpersonal and negotiation skills including diplomacy and tact; She/He must have significant practial experiences with the World Bank procurement management policies or IFC and other international agencies, performance standards evidenced from similar work carried out in the past works.
The MoGEI now invites interested eligible qualified individual Consultsnts to indicate their interest in providing the above-mentioned services. Interested consultants must provide information indicating that they are qualified to perform the services and furnish their Curriculum Vitae (CV) in the prescribed (form that will be provide with the TOR upon submission of appication in person or by e-mail at the address given below).
- The attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank's 'procurement Regulation for IPF Borrowers' July 2016 revised Novermber 2017, August 2018 and November 2020 [ procurement in investment Project Financing; Goods works, Non-Consultanting and Consulting Services], setting forth the world Bank's policy on conflict of interest.
- A consultant will be selected in accordance with the procedures set out in the World Bank's procurement Regulations for IPF Borrowers' July 2016 revised Novermber 2017, August 2018 and Novermber 2020 for selection of individual consultant.
