- The Government of South Sudan ( GoSS ) has received financing from the world Bank towards the cost of the implementation of Building Skills for Human Capital Development in South Sudan (BSHCDSS), Based on aforementioned, MoHEST is seeking to use a portion of the proceed of the funds to finance the position of the Procurement Specialist
- The overall Objective of the assignment: will be responsible for the implementation of sub- project / activities is undertaken with full compliance of the projects' procurement management Framework (PMF) and also in conformity with South Sudan procurement policies and laws , and the World Bank (WB) Procurement polices . Emphasis will be placed on risks during the implementation of the program activities and mitigation measures must be identified and managed accordingly.
- Responsibilities: The Procurement Specialist will be responsible for the provision of technical assistance to the program in general and advance to the implementation partners technical quidance to ensure complaiance and implementation of the procurement policy and adhering to the general procedures and quidelines of the World Bank (WB) in order to ensure quality output of program interventations and all other tasks detailed in the Terms of reference ( TOR) that will be provided upon submission of application ( in person or by E-mail).
Government official or civil servants will not be considerd unless: (i) they are on leave of absence without pay or have resigned or retired six months prior to the advert : (ii) their employment will not create confict of interest.
- Duration: The assignment will be for a period of twenty -four (24) months with a possibility of extensive subjevct to satisfactory performance.
- Selection Criteria: The selection shalll be based on qualification , experience and skills of the candidate and followed by an interview. The qualification , experience and skills should include: A Master Degree in Procurement , Economics, Business Administration , Engineering / Law , Project Planning and Management , or any related field.
- Chartered institute of supply and management ( CIPS) or similar international certification is adistinct advantage.
- At least eight (8) years' general experience in procurement with at least five (5) years working on projects funded by World Bank or other Multilateral Development Banks add advantage .
- Working knowledge and proficiency in South Sudanese procurement law Regulation will be added advantage.
- knowledge of world Bank or Mulitilateral Development Bank procurement rules and procedures.
- Experience in handling high value contracts , works,goods , and Services that require international competitive bidding under World Bank or Mulitilateral Development Banks rules.
- Excellent written and verbal communication skills , Fluency in English ,excellent report writing skills , a high level of interpersonal and management skills and ability to work with teams in the organisation at all levels, Must be able to work under pressure and tight deadlines , computer knowledge and skills in ( MS Word, MS excel ), and internet / email is a mandatory requipment, proven integrity and confidentially in handling public resources. The MOHEST now invites eligible individual consultants to indicate their interest in providing the above -mentioned services. Interested consultants must provide information indicating that they are qualified to perform the sevices and furnish the Curriculum Vitae (CV) in the prescribed form that will be provided with the TOR upon submission of application ( in person or by e-mail at the address given below ).
- The attention of interested consultant is drawn to Section III , paragraphs 3,14, 3.16 and 3.17 of the World Bank's Procurement Regulations for IPF Borrowers' July 2016, revised November 2017, , August 2018, and November 2020 for selection of individual consultant.
