The Government of Mozambique, represented by the Ministry of Transport and Logistics (MTL), has received funding from the World Bank for the Transport Corridors for Economic Resilience (TRACER SOP2) project and intends to apply part of the resources to consulting services.
The consulting services ("the Services") involve the management and implementation of the Project through the Project Management Unit (PMU) of the Ministry of Transport and Logistics (MTL). The Project Coordinator will ensure that the components are implemented effectively and on time, in accordance with the implementation plan. The project's headquarters will be in Nampula. The expected duration of the project is 24 months. There will be a probationary period of 3 months from the date of signing the contract. The contract will be renewed upon satisfactory performance. The Project Coordinator will report directly to the UGP Portfolio Coordinator, based at the Ministry of Transport and Logistics in Maputo.

The Ministry of Transport and Logistics (MTL) now invites qualified individuals ("Consultants") to express their interest in providing the Services. Expressions of interest must include the following: (i) a CV detailing qualifications, work experience and achievements in comparable work; (ii) a cover letter, no more than two pages long, specifically addressing how the applicant fulfills each of the mandatory selection criteria listed below. The criteria for selecting the consultant are:
Mandatory requirements
- Degree in Civil Engineering. Master's degree in project management and/or construction management or equivalent professional qualification in project management will be an asset.
- At least fifteen (15) years of general professional experience, of which at least 10 years of progressive experience in management/coordination of infrastructure projects and/or programs in the transport sector, including planning, scheduling, and coordination with multiple stakeholders.
- Proven experience in projects funded by donors and International Financial Institutions (IFIs), including familiarity with applicable procurement, contract management, and reporting requirements.
- Experience in contract administration and management of consultants/contractors, including monitoring deliveries, reviewing results, facilitating acceptance and supporting invoice certification processes.
- Solid experience in preparing clear and timely progress reports (monthly/quarterly/yearly) and maintaining accurate project records and action tracking spreadsheets.
- Proven ability to lead or coordinate teams and to work effectively with government counterparts at the central and provincial levels, the private sector, communities, and other stakeholders.
- Work experience in Mozambique.
- Fluency in Portuguese and English (written and spoken). Desirable requirements
- It is essential to have familiarity with the latest project management techniques and tools. Having professional certification in Project Management by a recognized entity is also essential.
- Proven experience in coordinating procurement processes and supporting the preparation of terms of reference/specifications/tender documents, as well as monitoring the procurement stages until the award of the contract.
- Solid knowledge in budget interpretation, detailing, specifications, public bidding, project/contract management, quality control and conflict resolution.
- Experience in a transport and logistics context related to planning, regulation or operations.
- Experience in road safety standards.
- Familiarity with national government policies, procedures, and processes.
- Experience coordinating implementation in the field and conducting regular site visits, including documenting progress, risks, quality, and safeguarding issues. The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank's Procurement Rules for IPF Borrowers of September 2025 ("the Rules"), which sets forth the Bank's policy on conflict of interest.
