- The Government of South Sudan (GoSS) has received financing from the World Bank towards the cost of the implementation of Building Skills for Human Capital Development in South Sudan ( BSHCDSS)., Based on aforementioned , MOHEST is seeking to use a portion of the proceed of the funds to finance the position of the project Coordinator.
- Objective of the Assignment: The objective roles of the project Coordinator is to ensure the overall implementation of the project and its sub- activities are undertaken in compliance with projects development Framework ( P& P Document) by:
- Support the PIU to develop and administer planning, implementation , monitoring , evaluation and reporting of Building Skills for Human Capital Development in South Sudan project, in accordance with the project appraisal document ( PAD) and the project Director in a format and schedule as required . He/she will supervise the implementation of the various project activities under the components.
- Responsibilities : The project Coordinator is primarily responsible for coordinating and managing the execution of assigned projects and facilitating cross- divisional project teams. The project Coordinator will be responsible for coordinating the successful implementation of projects, facilitating meetings, and organization of project documents and other administrative activities. The project Coordinator will work with the assigned PIU on the project for all Division, executes project timelines escalates issues and risks to the project Director, and partners with external third parties in coordinating implementations to achieve desired outcomes. The project Coordinator will also be responsible to fulfilling the administrative aspects of the assigned PIU .In order to ensure quality output of program interventions and all other tasks detailed in the terms of reference ( TOR) that will be provided upon submission of application ( in person or by E-mail).
- Government officials or civil servants will not be considered unless : (i ) they are on leave of absence without pay or have resigned or retired six months prior to the date of the advert ; ( ii) their employment will not create conflict of interest.
- Duration: The assignment will be for a period of twenty - four ( 24) months with a possibility of extension subject to satisfactory performance.
- Selection Criteria: The selection shall be based on qualification , experience and skills of the candidate and followed by an interview. The qualification , experience and Skills should include; (i)At least Master's Degree in project planning and Management , Business / public Administration , International Relations, Economics , Finance , or other related discipline from a recognized university / Institution ; (ii)At least ten (10) years of relevant professional experience , five (5) of which must have been at a senior level in project implementation and managementposition (s) in Development Organisations financed projects; (ii) Experience in post- conflict or conflict situation is describe ; (iv) Experience in data collection , analysis , data presentation and management expertise using MS Excel , MS Project and other project management related software and relational data bases;(v)Practical working experience in training : Skills in stakeholder engagement and consultantion; proven ; get-it-done' attitude ability to solve problems independenly, and work with limited supervision;(vi) Self -driven and proactive , focused on rapidly achieving results in advancing project implementation ; (vii) Fluency in English and fluency in Standard MS office applications ( Word, Excel , Power point ) ;( viii) Demonstrated interpersonal and negotiation Skills including diplomacy and tact;( ix) It is additional advantage for candidate to have significant practical experience with the World Bank policies and / or IFC performance Standard evidenced from similar work carried out in the past works.
- The MoHEST now invites eligible individual Consultants to indicate their interest in providing the above-mentioned service . Interested consultants must provide information indicating that they are qualified to perform the service and furnish the Curriculum Vitae ( CV) in the prescribed form that will be provided with the TOR upon submission of application ( in person or by e-mail at the address given below ) .
- The attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3,17 of the World Bank's Procurement Regulations for IPF Borrowers' July 2016 revised November 2017 , August 2018 and November 2020 [ Procurement in investment project Financing ; Goods, Works , Non- Consulting and Consulting Services] , setting forth the world Bank's policy on conflict of interest.
- A consultant will be selected in accordance with the procedures set out in the World Bank's Procurement Regulations for IPF Borrowers' July revised November 2017, August 2018 and November 2020 for selection of individual consultant.
