Assignment Title: PROJECT COORDINATOR
Objective of the Assignment
The Government of Mozambique represented by the Ministry of Transport and Logistic (MTL), has applied for financing from the World Bank toward the cost of the Maputo Metropolitan Area Urban Mobility Project and intends to apply part of the proceeds for consulting services.
In this way, the Ministry of Transport and Logistic (MTL) invites interested, qualified and eligible individual consultants to present an expression of interest for the vacancy of Project Coordinator. The Project Coordinator (PC) in the Project Coordination Unit (PCU) will support the overall management and implementation of the project in coordination with the Project Technical Units, ensuring that all components are implemented effectively, and in a timely manner in accordance with the implementation plan.
The PC will be the person on ground and be responsible on day-to-day basis to manage and supervise project implementation and be the direct contact for reporting and managing project progress to the Government and the World Bank.
Position Requirements
The Project Coordinator should have the following minimum qualifications and skills:
- Master’s degree in public administration, Transport or Civil Engineering, Economics, Finance or related field.
- Twenty (20) years general working experience.
- Working experience with International Financial Institutions (IFIs).
- Working experience in a management position in a public entity or including negotiating with high level government officials in the implementation of projects.
- Familiarity with national policies, procedures, and government processes.
- Fluency in both Portuguese and English (both written and spoken).
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment.
A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the Procurement Regulations.
