- The Democratic Republic of Sao Tome and Principe has received financing from the World Bank toward the cost of the Transport Sector Development and Coastal Protection Project, and intends to apply part of the proceeds toward payments under the contract for Rehabilitation of National Road N1 – São Tomé – Guadalupe. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.
- The Fiduciary Agency for Project Administration now invites sealed Bids from eligible Bidders for Rehabilitation of National Road N1 between São Tomé city and Guadalupe City.
The work consists of the rehabilitation of the NR1, and includes the adoption of two different cross-sections, one for urban and another for rural areas.
The standard profile in urban areas shall be a 6.0m wide carriageway with two traffic lanes, one on each direction, with the construction of sidewalks and parking areas. The construction of 4 roundabouts is also included in the works of this section.
For rural areas, the profile will consist of a 6.0m wide carriageway with two traffic lanes, one on each direction, with hard shoulders and 1.0m wide concrete ditches.

- Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing” dated July 2016 and revised inn November 2017 and August 2018 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

- The Bidding document in English may be purchased by interested eligible Bidders
upon the submission of a written application to the address below and upon payment
of a nonrefundable fee of EUR 100.00. The method of payment will be Bank transfer
to the account nº: Banco Internacional de Sao Tome e Principe (BISTP) account nº
251106310002, IBAN: ST 68000200000251106310278. The document will be sent
by e-mail upon presentation of the proof of payment.
- Bids must be delivered to the address below on or before September 3, 2019 at 11:00 AM. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 11:00 AM (local time), September 3, 2019.
- All Bids must be accompanied by a Bid Security of EUR 364,000.00.
