45 Days Detailed descriptions of the goods and related services have been provided in the schedule of requirements in the bidding document. Bidders may bid for one or more lots. All items under each lot should be quoted. 3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 Revised November 2017 and August 2018 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations. 4. Interested eligible Bidders may obtain further information from the Project Manager (PFMIS), Project Management Unit, Ministry of Finance and Planning (MoFP), Juba, South Sudan. Email: procurement.pfmis@gmail.com and inspect the bidding document during office hours from 9:00 AM to 5:00 PM South Sudan local time at the address given below. 5. The bidding document in English may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of United States Dollars One Hundred (US$100) or equivalent in South Sudanese Pounds. The method of payment will be by Bank Transfer. The details of the bank will be provided upon receipt of the application letter. The document will be sent by electronic email. 6. Bids must be delivered to the address below on or before 05th November 2024 at 10:00 AM South Sudan local time. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “Original Bid”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below in the Conference Room at 10:00 AM South Sudan local time on 05th November 2024. All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in the safe custody of the Purchaser until the second public opening. 7.
