Project ID No. P130994

The Democratic Republic ofSao Tome and Principe has received financing inthe amount of US$ 285,000 equivalent from the World Bank toward the cost of the Extractive Industries Transparency Initiative, and it intends to apply part of the proceeds to payments for goods, related services and consulting servicesto be procured under this project.

The purpose of the Grant is to support the STP-EITI National Committee in implementing the activities and processes required for a successful validation of STP's Extractive Industries Transparency Initiative in the line with the EITI Criteria.

The Grant will assist the STP-EITI National Committee to successful implement the EITI Work Program. The specifics activities include the following:

  • Preparation of the first EITI Report, including contextual information about the oil sector and reconciliation of oil company payments and government revenues receipts.
  • Finance the hiring of an Independent Administrator (accounting firm) to review the contextual information about the oil sector of Sao Tome and Principe (Joint Development Zone shared with Nigeria and the Exclusive Economic Zone) and to reconcile the payments made by the oils companies to the Joint Development Authority (JDA) and Government (GOV) and income received by the JDA and GOV.

  • Capacity building
  • Provide capacity building workshops to the JDA, government agencies and oil companiesresponsible for reporting information related to oil payments and receipts
  • Organize capacity building workshops for the JDZ Sub-Committee about the requirementsof the EITI Standards and the legal and regulatory framework of the JDZ.
  • Organize exchanges with other implementing countries in the region, for which coordinators of implementing countries in the Region will be invited.
  • Recruitment of three EITI National Committee Coordinators to share implementation experiences in their countries.
  • Awareness-raising / Communication
  • Design and implement an EITI outreach strategy;
  • Publish and disseminate EITI reports and related materials in Portuguese;
  • Operational support
  • Hiring of the STP-EITI Permanent Secretary;
  • Purchase of office equipment
  • Recruitment of Communication Specialist to implement the EITI communication plan

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank's Guidelines: Procurement of Goods, Works andNon-consultancy Services under IBRD Loans and IDA Credits and Grants by World Bank Borrowers dated January 2011 and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits an Grants by World Bank Borrowers dated January 2011;

Specific procurement notices for contracts to be bid under the WorldBank's international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in World Bank external website, UN Development Business online, Ministry of Planning and Finance website and the STP Press website.
