Republic of South Sudan Ministry of General Education and Instruction Project ID: P178654; Grant No. E180 Request for Expression of Interest (REOI) for Consulting Services (Firm Selection) Technical Assistance for Third Party Monitoring Services for the Ministry of General Education and Instruction and Ministry of Higher Education, Science and Technology Reference no.: SS-MOGEI-448068-CS-QCBS • The Government of South Sudan, through the Ministry of Finance and Planning in collaboration with both the Ministry of General Education and Instruction (MoGEI), and the Ministry of Higher Education, Science and Technology (MoHEST), has received grant from the World Bank towards the cost of implementing of project entitled “Building skills for Human Capital Development in South Sudan (BSHCDSS)”- P178654.

MoGEI intends to apply part of the grant proceeds hiring of the qualified and competent consultant (herein referred to as “consulting firm”) to carry out Third-Party Monitoring Services. • The consulting services (“the Services”) include: verification of the completion of works, supplies, and services executed under the project and validate the results reported by the PIUs. • The Ministry of General Education and Instruction now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services.

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: • Core business and years in business: The firm shall be registered/incorporated as a consulting firm with at least 15 years of experience in monitoring and evaluation or related fields. • Relevant experience: The firm shall demonstrate a proven track record of successfully executing and completing at least three (3) assignments in the provision of Third-Party Monitoring (TPM) services both in scope and complexity.

These assignments should have been conducted in operating environments comparable to South Sudan, particularly in fragile and conflict-affected situations (FCS). The firm should have experience working with multinational donor-funded projects and/or International NGOs, preferably in the education sector. The firm's profile must provide detailed information for each relevant assignment, including the client's name and address, scope of work, contract value, and project duration • Technical and managerial capability of the consulting firm: The firm shall demonstrate having the required managerial, technical, and logistical capacity in the submitted firm profile.

This includes the capacity to deploy and mobilize teams (staff/consultants) for the project tasks in a timely manner, secure travel and data collection arrangements in the project locations, and provide the relevant equipment, tools, software, etc. • The Consultant(s) will be selected in accordance with the Quality Cost Based Selection (QCBS) set out in the World Bank’s Procurement Regulations for IPF Borrowers, September 2023 (Fifth Edition) which can be found at the following website: www.worldbank.org/procurement. • The attention of interested Consulting firms or entities is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fifth Edition of September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. • Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy.

In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
