Assignment Title: IT Specialist to Support EMAE with the Implementation of Integrated Management Information System

The Government of the Republic of Sao Tome and Principe (GoSTP) has received a grant financing from the World Bank toward the cost of the Access to Clean Resilient Electricity Project (ACRE) whose objective is to increase access to sustainable and clean energy in Sao Tome e Principe. This is aligned with the ASCENT MPA Program Development Objective (PrDO) of accelerating access to sustainable and clean energy, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) is to recruit an IT Specialist working full-time, to support EMAE on the design and implementation of an Integrated Management Information System (IMIS).

The Project Administration and Fiduciary Agency (AFAP) invites eligible individual consulting (“Consultants”) to indicate their interest in providing the services, sending a Letter of intent, Curriculum Vitae, in a letter addressed to the General Director of AFAP , with a copy of ID card, signed Curriculum Vitae and proof of training and skills as stated in the Curriculum Vitae. Interested Consultants should provide information(declaration) demonstrating that they have the required qualifications and relevant experience to perform the Services according to the TOR.

The shortlisting criteria are:

  • Degree, from a recognized University University (Masters level or equivalent) or commensurate experience in one or more relevant fields (software engineering, system engineering, telecommunication engineering, management information system, etc.)
  • At least Ten (10) years of proved experience in IT infrastructure and integrated management information system implementation projects in public or private companies in the utility sector, preferentially, in Sub-Saharan Africa and Lusophone countries; e-governance, e-commerce, web operational environment is a plus.
  • At least five (5) years of proved experience in developing strategic systems architecture plans.
  • At least three (3) years of proved experience in systems and network design and development.
  • Hands-on experience with business requirements gathering/analysis.
  • Strong understanding of information processing principles and practices.
  • Strong knowledge of software evaluation principles and practices.
  • Excellent organization and computer skills (MS Office package, Database Systems), Expertise in statistics, MIS systems and software; The following will be considered as advantages:
  • Work Experience in the developing world, including sub-Saharan Africa and Lusophone countries.
  • Work experience in STP would be an advantage.
  • Proven project planning and management experience.
  • Relevant experience in integrating reports from different specialists, providing quality control, and effectively managing cross-sector professional teams in similares projects.
  • Good knowledge of applicable data privacy practices and laws.
  • Excellent communication skills in both written and verbal English and Portuguese, and strong personal skills. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated September 2023 (“Procurement Regulations”) ], setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the Procurement Regulations.
