HEALTH HIV/AIDS AND TB PROJECT

REQUEST

FOR EXPRESON OF INTEREST FOR CONSULTING FIRM TO PROVIDE HEALTH FINANCING

SERVICES TO MINISTRY OF HEALTH

BACKGROUND INFORMATION

The Government of Swaziland has received financing

from the International Bank for Reconstruction and Development (IBRD)and the

European Commission towards the cost of a five-year Health HIV/AIDS and TB

Project in the amount of US$20 Million and Euros14.5 million respectively. The

Government of Swaziland intends to apply part of the proceeds of thisfinancing

to payments under the contract for the Health Financing Advisory Services to

Ministry of Health.

The Ministry of Health has developed a second set of

the National Health Sector Strategic Plan (NHSSPII). The primary foci over the

next five years are to: 1) gain a detailed understanding of availableand

required financial resources; 2) increase the total amount of health funds

through the mobilization of resources; 3) increase efficiency and effectiveness

in the utilization of current resources; and 4) improve equity of access to

health services. The key foci will

ultimately prepare Swaziland for the development and implementation of an

equitable and sustainable health financing system

OBJECTIVE

TheConsultancy is required to assist the MOH Planning Unit

develop/establish systems that will enable the implementation of the Health

Financing Policy strategic objectives, which are;

  • Mobilizing more resources for health
  • Strengthening financial risk protection measures for all Swazi Nationals, especially for the poor and vulnerable
  • Enhance efficiencyin resource allocation and resource use

BRIEFDESCRIPTION OF SERVICES

Thefirm will be required to provide technical assistance on the

following identified areas:

• Establish a health financing sub-unit

and build capacity of the Health Planning Unit officials in the usage of

the different models for health care financing.

• Conduct key studies to generate

evidence for the health sector in health financing issues, such as

National Health Accounts, Public Health Expenditure Reviews, andother

relevant studies.

  • Conduct actuarial analysis and evaluations of the mandatory Social Health Insurance scheme.

• Provide technical assistance to

Ministry of Health Official in Mid-Term Expenditure Framework, budgeting

and initiatives towards efficiency improvements.

• Provide technical assistance in

drafting the laws for the mandatory Social Health Insurance scheme, the

single national pool of health funds (National Health Fund), andnew

hospital payment.

The

Ministry of Health now invites eligible consulting firms to indicate their

interest in providing the services. Interested consultancy firms mustprovide

information indicating that they are qualified to perform the services

(brochures, description of similar assignments, experience in similar

conditions, availability of appropriate skills among staff, etc.).

The

shortlisting criteria are:

  • Evidence of having carried out similar Health Financing Services
  • Evidence of having carried out similar Health Financing Services in similar conditions
  • Availability of skills in Health Financing Services among staff

The

attention of interested Consultants is drawn to paragraph 1.9 of the World

Bank's Guidelines: Selection and Employment of Consultants by World Bank

Borrowers published in January 2011 ("Consultant Guidelines"),

setting forth the World Bank's policy on conflict of interest.

Consultants

may associate with other firms in the form of a joint venture or a sub

consultancy to enhance their qualifications. Firms wishing to associate must

state clearly the nature of the proposed association (either joint venture or a

sub consultancy).

Selection

of the Consultants will be done in accordance with the procedures setout in

the World Bank's Guidelines: Selection and Employment of Consultants by World

Bank Borrowers, published in January 2011.
