O Governo da República Democrática de S. Tomé e Príncipe recebeu donativos do Banco Mundial para implementar o Projeto Digital São Tomé e Príncipe (P177158) e pretende aplicar parte deste financiamento em serviços de consultoria para a contratação do Coordenador do Projeto.

Os serviços a serem fornecidos pelo/a Contabilista do Projeto encontram-se nos Termos de Referência que poderão ser consultados na AFAP em presença ou no site da AFAP: www.afap.st.

A duração da Consultoria é de 12 meses, renováveis.

A Agência Fiduciária de Administração de Projetos tem a honra de convidar consultores qualificados (Consultores) a manifestarem o seu interesse em fornecer os referidos serviços. Os consultores interessados deverão fornecer informações que demonstrem que têm as qualificações requeridas e experiência relevante para executar os serviços.

Os candidatos devem ter o seguinte perfil:

  • Ter formação universitária (licenciatura mínima) em uma das seguintes áreas: gestão, direito ou administração pública ou qualquer outra qualificação considerada equivalente.
  • Ter uma experiência profissional de pelo menos 8 (oito) anos no setor digital/TIC.
  • Experiência demonstrada liderando/coordenando grandes projetos e gerenciando equipes.
  • Conhecimento/experiência em procedimentos do Banco Mundial preferidos.
  • Além do português, seja capaz de ler e escrever em inglês.

Os candidatos interessados devem ter em conta a Secção III, parágrafos 3.14., 3.16 e 3.17 do “Procurement Regulations for IPF Borrowers” do Banco Mundial, datado de novembro 2020, que estabelece as políticas do Banco Mundial em casos de conflito de interesse.

TERMS OF REFERENCE AND SCOPE OF SERVICES

COORDINATOR

  • Background and Rationale

The Democratic Republic of São Tomé and Principe received a grant of U$ 23,475 million from the International Development Association and U$ 800 million from Global Infrastructure Facility for the Digital Sao Tomé and Principe Project (Digital STP project).

This Project will be implemented in the country with the involvement of the following Ministers: Ministry of Finance, Trade and Blue Economy, and the Ministry of Infrastructure and Natural Resources, and the Fiduciary Agency for Project Administration (AFAP) will be the Agency within the Ministry of Finance and Blue Economy that shall carry out the financial management, as set out in the Financing Agreement.

The Project`s development objectives are to improve equity and sustainability of telecommunications services between the islands of Sao Tome and Principe, and strengthen data governance, data systems and statistical capacity. The Project will support activities to ensure inclusive and safe digital infrastructure, modernize digital government services and support the next population and housing census, project management and coordination.

The project is composed by five following components: Digital access; Data foundations for digital public deliver services; Housing and Population Census; Project Management and Coordination and Contingent Emergency Response.

Digital access

This component will focus on supporting wider access and adoption of broadband through financing for the connection of the Island of Príncipe to the international submarine cable network and broadband market reform.

Data foundations for digital public deliver services

This component will aim to boost STP’s capacity for secure digital public service delivery. It will focus on (i) the institutional, legal and policy enabling environment, (ii) strengthening data protection and cybersecurity capabilities, (iii) reinforcing DGRN institutional capacity and upgrading STP’s digital ID system to enable inclusive and secure online authentication to access public services, (iv) a national data exchange layer to allow for data interoperability, (vi) a government services portal and (vii) digital skills for civil servants. It will follow the whole-of-government approach proposed by the Government of STP to modernizing the country’s public sector.

Housing and Population Census

This component will support the preparation and implementation of the 2023 demographic census

Project Management and Coordination

This component would finance the Borrower’s project management and coordination capacity, including procurement, financial management (FM), monitoring and evaluation (M&E), as well as environmental and social (E&S) management. It would also seek to support the public sector ability to attract, build, and retain digital skills, and will help strengthen the capacity of MINR.

Contingent Emergency Response Component.

This component provides an immediate response to an eligible crisis or emergency and anticipates needs in the event of major economic shocks, climate or natural disasters, and public health emergencies

In this context, the Digital STP Project intends to recruit an expert with the skills and experience required for the position of Project Coordinator.

  • Objective

The objective of the recruitment is to ensure the successful implementation of the Digital STP project to achieve the Project's Development Objectives.

The objective of this recruitment is as follows:

  • Make Digital STP Project more efficient by allowing it to regularly monitor resources and try to respond to any blockages and/or challenges encountered.
  • Ensure that project funds are used in accordance with World Bank procedures; and finally
  • To allow Sao Tome and Principe to still be eligible for Bank assistance.
  • Tasks and Responsibilities

From all the above, the duties and responsibilities expected of the coordinator are as follows:

  • The Coordinator will lead the Project Implementation Unit (PIU) for the Digital STP Project and will be responsible for overseeing the day-to-day management of the project, procurement for and implementation of activities, ensuring adequate monitoring and evaluation of results, environmental and social safeguards, consultations and communication for the project, and coordination with other implementing entities.
  • The Coordinator will be responsible for the technical aspects of the project and will also play the role of institutional coordination with the various partners involved in the project.
  • All the project`s technical staff will form part of the Project`s Implementation Unit and will be under their responsibility.
  • The Coordinator will also coordinate with AFAP, which will oversee the project`s financial management responsibility and, therefore, will play the role of privileged interface between AFAP and the PIU.
  • The Coordinator will coordinate and supervise the execution of the project`s technical activities in accordance with the procedures in the Project Implementation Manual.
  • The Coordinator will organize the work with a view to ensuring good coordination between the different institutions involved in the implementation of the project and the coherence of programmed activities with other development initiatives.
  • Will coordinate and serve as secretary for the meetings of the Project Steering Committee, made up of the Ministers or their respective representatives from the portfolios of Natural Resources and Environment, Finance, Trade and Blue Economy, as well as the representative of AFAP.
  • Plan and prepare the Annual Activity Plans.
  • Supervise progress reports prepared by the monitoring specialist.
  • In coordination with AFAP, prepare and monitor the budget for the project activities.
  • Facilitate the supervision missions of the World Bank.
  • And any other activity related with Project coordenation.
  • Conditions of execution

The Coordinator will exercise his functions at the full-time service of the Project.
