The Kingdom of Swaziland has receivedfinancing in the amount of US$ 26 900 000.00 from the International Bank for Reconstruction and Development toward the cost of the Swaziland Local Government Project, and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project.

The project will include the following components:

Component 1: Tinkhundla Infrastructure and Capacity Building Support

This component will provide assistance through: (i) Small-Scale Infrastructure Funding which will support carrying out of Subprojects by Eligible Tinkhundla through the provision of Performance-Based Infrastructure Funding; and (ii) Capacity Building Support to strengthening the capacity of participating Tinkhundla to managethe delivery of basic local public services in their jurisdictions, including through the support of a Rural Capacity Building Mobile Team (RCBMT).

Component 2: Urban Infrastructure Grants and Capacity Building Support

This component will provide assistance through: (i) Performance-Based InfrastructureGrants to support the provision of infrastructure by ULGs through thefinancing of investments in roads and related civil works; and (ii) Capacity Building Support to strengthen the capacity of ULGs to developsound management practices to deliver basic local public services in their jurisdictions, including through the support of an Urban Capacity Building Mobile Team (UCBMT).

Component 3: Project Management and Technical Assistance

This component will finance: (i) Project Management, includingthe establishment and operation of the Project Support Team (PST) (fully financed by the Government of the Kingdom of Swaziland); (ii) Formal training and capacity building to strengthen the capacity of ULGs and Tinkhundla in overall local government management and systems; (iii) Technical Assistance to support local government borrowing; (iv) Performance assessments and policy studies; and (v) Technical Assistance to strengthen local government monitoring systems of the Ministry of Housing and Urban Development and the Ministry of Tinkhundla Administration and Development.

Consulting Services will be selected in accordance with the World Bank'sGuidelines: Selection and Employment of Consultants by World Bank Borrowers dated May 2004, revised October 2006 and May 2010.

Procurement of contracts financed by the World Bank will be conducted through the procedures specified in the World Bank's guidelines: Procurement under IBRD loans andIDA Credits dated May 2004, revised October 2006 and May 2010, and isopen to all eligible bidders as defined in the guidelines.

Specific Procurement Notices for contracts to be bid under the World Bank's International Competitive Bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, on client connection, in UN Development Business and dgMarket and in local newspapers.
