REQUEST FOR CURRICULUM VITAE FOR A CONSULTANT TO CONDUCT CAPACITY BUILDING PROCESS FOR REGIONAL HEALTH MANAGEMENT TEAMS (RHMT).
Background Information
The Government of Swaziland has received financing from the International Bank for Reconstruction and Development (IBRD) towards the cost of a five-year Health HIV/AIDS and TB Project in the amount of US$20 Million equivalent. This project is jointly financed by the European Union in the amount of Euro 14.5 million.
The project has three components: thefirst two, (i) strengthening the capacity of the health sector and (ii) facility-level support to improve access, quality and efficiency ofservices will be implemented by the Ministry of Health (MOH) and the third, (iii) strengthening of the orphans and vulnerable children safety net will be implemented by the DPM's Office.
The Health, HIV/AIDS and TB Project, has made provision for a consultancy to strengthen the capacity of Regional health Offices.
The main purpose of the consultancy is to assess the current model of administration management and its practices. Develop a new decentralized management model that will increase the efficiency and effectiveness of the health system. Undertake a complete a complete assessment of the capacity and functioning of the regional health management teams (RHMT). Develop a plan to improve their capacity and performance. Assess the extent of the development for the decentralized services management in conjunction with the National Decentralization policy and the National Health Policy.
The MOH now invites interested, qualified candidates to indicate their interest in providing technical support and services under this consultancy. The duration of this Consultancy is five (5) months. Selection shall be on the basis of examination and comparison of the qualifications of the individual candidates as evidenced by their CVs. The selectedindividual shall be requested to submit a costed offer to undertake the work.
Description of Services
The consultant will work in close collaboration and consultation with the MOH's Senior Health Administrator and a working committee on Health services.
The scope of work covers the following areas :
- Assessing the current administrative structure and management practices of the MOH at central level and in the four Health regions. This will include the following though not limited to :
§ Budgeting and programming methodology, including the funds allocation and payment mechanisms at central and regional levels.
§ Administration of Human resources
§ Administration of medical and non medicalsupplies.
§ Supervision and provision of feedback to health facilities and reporting mechanisms.
§ Accounting guidelines, procedures and norms.
§ Accountable guidelines or methods
§ Quality assurance guidelines
§ Regional health performance indicators.
§ Composition of the RHMT
- Review the regulations, guidelines and norms related to Health Administration process and propose the necessary adjustments to improve the effectiveness and efficiency of the health care delivery.
- Conduct a training needs assessment of the RHMT's based on the situation analysis (management and training needs assessed).
- Develop Regional management capacity development plan for RHMTs that aim at revamping their ability to meet the health management obligations.
- Provide the necessary tools to develop strategic thinking among theRHMT members.
- Work closely with the consultant that is responsible for developing the governance structureand capacity building program for Hospital boards in Swaziland.
- Consultant will also provide:
ü A detailed work plan for the consultancy.
ü A report on the assessment of current management practices and strategies at the RHMT's.
ü A report on training needs assessment with findings, analysis, conclusions and recommendations.
ü Management development plan for RHMT's
ü Training workshop for the RHMTs as described in the management plan.
ü A Final report containing the following :
§ Methodology for the assessment (general and training needs)
§ Description of the findings (gaps, weaknesses, risk or barriers for decentralization).
§ Management Development plan for RHMTs
§ Conclusions and Recommendations
§ Monitoring and evaluation plan
§ Consulted bibliography.
Required Qualifications
- A University professional (bachelor degree in Business management, Public Administration, Social Sciences or equivalent), with Master's degree in Health Management or Public Health or equivalent.
- Demonstrated Knowledge of Logic Framework and Strategic Planning tools (not less than 3 successful experiences in designing Logic Frameworks for decentralization or regionalization processes in the last 7 years).
- At least 7 years experience in an administrative position in central and regional (or district) level within MOH in developing countries (not less than three successful experiences during the last seven years).
- Proven experience in capacitybuilding processes for the health sector in developing countries ( not less than three successful experiences during the last seven years)
- Experience, knowledge and understanding of Public Health operating standards and environment in developing countries is required. Experience in Sub-Saharan Africa will be preferred.
- Strong communication skills (written and spoken) in English.
