The consulting services ("the Services") involve high-level structural design verification, macro-contract management oversight of private concessionaires, multi-agency institutional reporting, and the deployment of a structured project preparation framework for new resilient transport corridors. The senior advisor will assist and monitor the construction processes, timeline, and performance milestones of the private contracting firms selected for the Cassacatiza, Calomue, and Zóbuè One-Stop Border Post (OSBP) projects, ensuring strict compliance with the signed PPP concession agreements; will lead the strategic infrastructure planning for the alternative N1 Road, ensuring its design parameters create effective network redundancy during extreme climate events and serve as the core technical link and primary strategic interface connecting the dedicated, independent road civil works teams with the central Portfolio Coordination Unit (PCU) overseen by the Portfolio Coordinator.

The expected duration of the assignment is 24 months. There will be a probationary period of 3 months from the date of signing the contract. The contract will be renewed upon satisfactory performance. The Consultant will report to the Portfolio Coordinator of the central Portfolio Coordination Unit (PCU).

The detailed Terms of Reference (ToR) for the assignment can be obtained from the address provided below. The Ministry of Transport and Logistics (MTL) now invites qualified individuals ("Consultants") to express their interest in providing the Services. Expressions of interest must include the following: (i) a CV detailing qualifications, work experience and achievements in comparable work and (ii) a cover letter, specifically addressing how the applicant fulfills each of the mandatory selection criteria.

It is mandatory to specify the reference number and the job title, for the Application to be considered. The criteria for selecting the Consultant are found in section four (4) of the Terms of reference. The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank's Procurement Rules for IPF Borrowers of September 2025 ("the Rules"), which sets forth the Bank's policy on conflict of interest.
