PROJECT No. P110156: HEALTH HIV/AIDS AND TB PROJECT

REQUEST FOR CURRICULUM VITAE FOR POSITION OF CONSULTANT FOR COORDINATION OF THE PILOT CASH TRANSFER SCHEME

Background Information

The Ministry of Health and Deputy Prime Minister's Office in collaboration with the World Bank and European Commission has developed a project proposal that will be funded jointly by the World Bank and European Commission. Specifically, the proposed project will: (i) improve access to and the quality of health services in Swaziland with particular focuses on primary health care, maternal health and TB, and (ii) increase social safety net access for OVC.

The project will be implemented by the two Ministries through the project implementation/coordination teams. The team will be led by the project coordinator and the under-listed position is tenable at the Deputy Prime Minister'sOffice to enhance project implementation.

Applications are invited from suitably qualified candidates forthe following position at the Deputy Prime Minister's Office under the Health HIV/AIDS and TB Project, supported by the World Bank and the European Union.

Consultant for Coordination of the Pilot Cash Transfer Scheme

Qualification: AMasters Degree in economics, social science or other related field

Experience: A minimum of 5 years of experience in design, coordination andimplementation of social safety net programs, preferably cash transfer programs, is required. Experience in implementing operational aspects of social safety net programs, preferably involving cash transfers, is essential. Expertise in the use of related technological tools, as well as delivery of training of instruments and guidelines for cash transfer programs if preferred. Cutting edge technology and other modernmethods of program implementation and delivery (e.g. mobile payment methods, monitoring etc.) will be considered an advantage. Experience in a management capacity in World Bank-funded projects is an advantage.Such experience in Sub-Saharan Africa will be an added advantage. Experience managing other donor-funded projects will be an advantage. Excellent report writing and communication skills are required, as well as experience in working with a variety of institutions and partners and coordinating efforts.

Contract Period: The incumbents will sign a two-year performance based contract renewable annually.

Main purpose of the job: The objective of the consultancy is to provide technical assistance tobuild the capacity of the Project Coordination Team (PCT) in the DPM's Office to successfully and efficiently coordinate and implement a cash transfer scheme for Orphans and Vulnerable Children (OVC).

Duties: The consultant is expected to effectively incorporate him/herself as a member of the Project Coordination Team (PCT) that is responsiblefor the implementation of the pilot scheme in the Deputy Prime Minister's Office. The following activities are the main responsibilities ofthe consultant:

(a) Oversee the recruitment of, and provide oversight to, the consultancyfirm that will be hired for the design of the pilot scheme and take part in the training provided under that assignment for targeting and enrollment;

(b) Support recruitment of a consultant for the development of a Management Information System (MIS), including the purchase of MIS software, that will eventually form the basis for a national OVC registry;

(c) Facilitate the selection of a payment delivery mechanism;

(d) Facilitate the process of targeting and enrollment of beneficiaries for thepilot scheme, including training (as necessary) of people on the ground involved in these processes;

(e) Facilitate the recruitment and oversight of a firm to undertake the external monitoring and the impact evaluation of the OVC scheme, ensuring adequate timing of these two activities;

(f) Facilitate regular meetings with the TC and the PCT and other relevant government staff for successful implementation;

(g) Provide guidance to the Project Coordinator on the best way to coordinate, facilitate, and monitor overall project operations, including program planning, implementation, and training;

(h) Assist in the preparation of annual work plans and budgets for the component activities, and present these work plans and budgets for review by the TC and the project Steering Committee and the Bank;

(i) Review and advise on the preparation of the quarterly progress reports for submission to the Steering Committee and the Bank;

(j) Provide guidance on all matters related to the implementation of component 3, including the design of all the steps of the project cycle of the pilot scheme;

(k) Provide support to necessary documentation required by the World Bankand the EU (such as regular work plans, budgets, procurement plans, interim financial reports etc.)

(l) Make any necessary approved adjustments to OVC scheme documentation;

(m) Provide anyother support as necessary for successful implementation of the OVC scheme.
