Swaziland HEALTH, HIV/AIDSAND tb Project

GENERAL PROCUREMENT NOTICE

COUNTRY: Swaziland

PROJECT: Swaziland Health, HIV/AIDS and TB Project

The Kingdom of Swaziland has applied for financing in the amount of US$20 Million equivalent from the International Bank for Reconstruction and Development (IBRD) towards the cost of the Swaziland Health, HIV/AIDS and TB Project, and intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project. This project will be jointly financed by the European Union in the amount of US$19 million equivalent.

The project will include the following components:

Component 1: Strengthening the Capacity of the Health Sector

This component will support the improvement of governance and management of the health system at different levels and health care regulation through the developmentof a regulatory and accreditation framework. Specifically, the project will support: (a) Improved regulation mechanisms, (b) Regional-level capacity building and (c) Health Planning and Coordination.

Under this component the project will carry out key studies, provide technical assistance, hire consultants, procure goods, non-consultants services and works and provide training.

Component 2: Facility-level Support to Improve Access, Quality and Efficiency of Services

This component aims to improve access to and quality of health services through management and technical skills training as well as the rehabilitation and equipping of selected clinics, health centers and hospitals. It will also support nursing training institutions to expand midwifery training. The Project will have a particular focus on Primary Health Care (PHC), the HIV and TB Co-epidemic Response and Emergency Obstetric and Neonatal Care (EmONC). The project will also support health care waste management to mitigate the environmental risks at the facilities receiving support.

Under this component the project will carry out key studies, provide technical assistance, hire consultants, procure goods, non-consultants services and works and provide training.

Component 3: Strengthening of the Orphans and Vulnerable Children (OVC) Safety Net

This component will support the implementation of the OVC Scheme to increase the social safety net access for OVCs by establishing an OVC cash transfer scheme that would be appropriate in the Swaziland context. The component will strengthen the capacity of the Department of Social Welfare (DSW) and National Children's Coordination Unit (NCCU) to ensure effective implementation of the OVC cash transfer scheme.

Under this component the project will carry out key studies, provide technical assistance, hire consultants, procure goods and non-consultants services and provide training.

The project may procure the following Goods and Works under ICB procedures:

(i) Goods: Procurement of equipment for health centres and clinics; procurement of vehicles; procurement of incinerators.

(ii) Works: Rehabilitation of a Hospital; Rehabilitation of teaching facilities.

The project may selectthe following consulting services under QCBS procedures:

(i) Facility Assessment; Construction Supervision; Design of OVC Manual and MIS.

The project may also hire the following individual consultants under international recruitment:

(i) Procurement Specialist; Financial Management Specialist; Specialist Technical Consultants in the fields of health project management, health infrastructure maintenance management; health care waste management.

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits dated January 2011, and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance withthe World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers dated January 2011.

Specific procurement notices for contracts to be bid under the World Bank's International Competitive Bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, on the World Bank's external website, in the UN Development Business and dgMarket and in local newspapers.
