Assignment Title: Coordinator for the Technical Implementation Unit

The Government of the Republic of Sao Tome and Principe (GoSTP) has received a grant financing from the World Bank toward the cost of the Access to Clean Resilient Electricity Project (ACRE) whose objective is to increase access to sustainable and clean energy in Sao Tome e Principe. This is aligned with the ASCENT MPA Program Development Objective (PrDO) of accelerating access to sustainable and clean energy, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include to manage the projects’ activities working closely with the line ministries, EMAE and other entities responsible for the Project activities,

The duration of the assignment of the TIU Coordinator will be for a period of 12 months, on a full-time basis, with possible extension upon satisfactory performance. The TIU Coordinator shall be based in Sao Tome during the period of the contract.

The Project Administration and Fiduciary Agency (AFAP) invites eligible individual consulting (“Consultants”) to indicate their interest in providing the services, sending a Letter of intent, Curriculum Vitae, in a letter addressed to the General Director of AFAP , with a copy of ID card, signed Curriculum Vitae and proof of training and skills as stated in the Curriculum Vitae. Interested Consultants should provide information(declaration) demonstrating that they have the required qualifications and relevant experience to perform the Services according to the TOR.

The shortlisting criteria are:

  • Degree, from a recognized University, in/or Electrotechnical Engineering, Mechanical Engineering, Civil Engineering Economics, Business Administration, or related fields;
  • At least 16 years of general work experience as a project implementation manager;
  • At least 8 years’ experience in management of projects financed by international donors and multi-lateral agencies.
  • Demonstrable experience working on power sector projects;
  • Excellent organization and computer skills including common applications such as Excel and Word;
  • Excellent written and verbal communication skills;
  • Strong team player with a problem-solving attitude.
  • Solid organizational skills including attention to detail and multi-tasking skills
  • Fluency in Portuguese and knowledge of working English language is mandatory

The following will be considered as advantages:

  • Master’s degree in related fields and documented previous experience in similar assignments will be an advantage;
  • Prior experience as a manager or core member on a World Bank project;
  • Sound specific experience with international teams in a multinational environment and culture;
  • Prior experience managing procurement or contracts for works and supply contracts or knowledge of standards such as FIDIC (International Federation of Consulting Engineers);
  • Strong technical background and knowledge related to local conditions, including administrative systems, and government organizations will be an advantage;
  • Experience working in Sub-Saharan African countries. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated September 2023 (“Procurement Regulations”) ], setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the Procurement Regulations.
