HEALTH STRENGTHENING FOR HUMAN CAPITAL DEVELOPMENT PROJECT

Request for Expression of Interest for a consulting firm to carry out an Environmental and Social Impact Assessment for Central Medical Stores Administration Block and Biomed/HMIS Workshop.

• Project Background

The Government of the Kingdom of Eswatini (GoKE) through the Ministry of Health (MoH) entered into a loan agreement with the World Bank effective 10 December, 2020, to implement a project to improve the coverage and quality of key reproductive, maternal, neonatal, child and adolescent health (RMNCAH), nutrition and non-communicable disease (NCD) services (hypertension and diabetes) in Eswatini. The project titled “Health System Strengthening for Human Capital Development (HSSHCD) Project” is a 5-year project under the MoH that focuses on strengthening the health system and ramping up investments in RMNCAH, nutrition and NCD services (hypertension and diabetes) to address critical human capital challenges, including stunting and child and adult mortality, applying a life course approach. The project has four components namely: Component 1: Improve health service delivery to increase the coverage and quality of health services to build human capital; Component 2. Increase community demand for RMNCAH, nutrition and NCD services; Component 3. Strengthen the MOH’s stewardship capacity to manage essential health and nutrition services and project activities and Component 4: Project management, and monitoring and evaluation.

• Objective of the Consultancy

The objective of the assignment is to assess potential environmental and social risks and impacts associated with the construction and operation of an Administration Block for Central Medical Stores (CMS) and a Workshop for Biomed and Health Management Information System (HMIS). The projects will be implemented in two sites (old and new CMS sites) which are 300m apart. There are no physical linkages between the two projects and each site must have its own assessment and mitigation plan. The Administration Block will house offices for CMS staff, a board room and a conference centre. The workshop will house the medical supply chain unit (managed by CMS), a medical equipment maintenance workshop (managed by Biomed) and a data warehouse for information technology support (managed by HMIS). The GoKE intends to use a portion of the HSSHCD Project funds to engage the Services of a Consultant to render Technical Support Services necessary for the assessment of environmental and social risks and impacts associated with the construction and operation of the administration block and workshop. A detailed description of the required Services is given below in these Terms of Reference (ToR):

The assignment will be conducted at Matsapha, CMS offices.

•

• General scope of work

The Consulting firm shall perform all work necessary as called for in the TOR including all technical studies and related services. In carrying out the assignment, the Consultant shall cooperate fully with the concerned agencies of the GoKE, in particular the Project Coordinator, Director, Planning Unit in the MoH and the Chief Environmental Health Officer, among others. The Consultant shall provide the support services related to and necessary for the completion of the assignment. The work shall cover but not be limited to the aspects outlined in these Terms of Reference.

3.3 Services Required

The consultant shall undertake the following tasks for each site:

• Review and consider all relevant environmental and social requirements outlined by the World Bank’s Environmental and Social Framework (ESF) and Eswatini Environment Authority (EEA) including Eswatini’s applicable policy framework, national laws and regulations;

• Prepare a stakeholder engagement plan (SEP) and engage stakeholders during assessment;

• Conduct the environmental and social investigations;

• Describe and provide the baseline data for the environmental and social environment within and beyond the site at an appropriate level of detail sufficient to inform characterization and identification of risks and impacts as well as mitigation measures;

• Identify all possible positive and negative environmental and social impacts associated with the project and as reflected in the environmental and social management framework (ESMF) and SEP;

• Evaluate and measure the extent of identified environmental and social risks and impacts;

• Develop mitigation measures for identified impacts;

• Describe the mechanism and institutional arrangements for the implementation of the environmental and social impact assessment (ESIA) and environmental and social management plans (ESMPs), specifying the roles and responsibilities of the agencies and all actors (central, regional / local, municipal and village) involved in the implementation;

• Prepare ESIA report and develop an ESMP for the construction and operations phases of the Operations Centre

• Present ESIA report and ESMP to MoH and Stakeholders;

• Submit ESIA report and ESMP to EEA and attend to corrections for re-submission.

• Specific Tasks

The consultant shall undertake the following tasks:

• Develop and submit inception report:

• Review Project ESMF and related documents,

• Provide methodology and tools for carrying out the assignment,

• Provide proposed plan/schedule for the assignment and

• Identify, assess and provide mitigation for risks associated with the assignment.

• Analyze the legal and institutional framework for the project, within which the environmental and social assessment is carried out, including review of relevant environmental and social requirements by the World Bank and EEA:

• Review World Bank Environmental and Social Standards (ESSs) for applicability;

• Review national regulatory framework for applicability;

• Review Eswatini’s applicable policy framework, national laws and regulations, and institutional capabilities (including implementation) relating to environment and social issues; variations in country conditions and project context; country environmental or social studies; national environmental or social action plans; and obligations of the country directly applicable to the project under relevant international treaties and agreements;

• Identify gaps in national regulatory framework to supplement with World Bank’s ESF and related ESSs.

• Provide the project description:

• Concisely describe the proposed project and its geographic, environmental, social, and temporal context, including any offsite investments that may be required (e.g., raw material and product storage facilities);

• Include a map of sufficient detail, showing the project site and the area that may be affected by the project’s direct and indirect impacts;

• Provide environmental and social baseline data:

• Set out in detail the baseline data that is relevant to decisions about project location, design, operation, or mitigation measures;

• Based on current information, assess the scope of the area to be studied and describe relevant physical, biological, and socioeconomic conditions, including any changes anticipated before the project commences.

• Prepare SEP and engage stakeholders in accordance with ESS 10 and guided by the Project's SEP:

• Identify key stakeholders and prepare SEP;

• Engage stakeholders and collect their views;

• Integrate views into assessment.

• Conduct environmental and social investigations considering World Bank Group Environmental, Health and Safety (EHS) Guidelines and Eswatini's Environmental Audit, Assessment and Review Guidelines of 2000.

• Identify potential environmental and social risks and impacts:

• Review project description detail;

• Review environmental and social findings;

• Identify associated impacts and risks;

• Evaluate environmental and social impacts and risks

• Develop an environmental risk and impact evaluation criteria

• Apply the criteria and evaluate impacts and risks

• Prepare ESIA report and develop an ESMP for the construction and operations phases of the CMS Administration Block and Biomed/HMIS Workshop

• The ESMP shall include mitigation measures, monitoring plan, capacity development and training, implementation schedule, cost estimates and a Waste Management Plan (medical waste and e-waste) as well as integration of the ESMP into the project.

• Present ESIA report and ESMP to MoH and Stakeholders;

• Submit ESIA t report and ESMP to EEA and attend to corrections for re-submission.

• Assignment Timeframe

The assignment will be 20 days spread over 1 month between April and May 2021.

• Consultant’s Qualifications and Experience

The Consultant should be a firm registered or incorporated in and employing individuals and personnel who are nationals of World Bank member countries subject to their eligibility as stipulated in the “Guidelines Selection and Employment of Consultant by World Bank Borrowers”, published in January 2011.

The Consultant shall ensure adequate staffing resources are available to complete the work and shall not engage in any assignment that may place them in the position of not being able to carry out the specific services described in these TORs.

The consultant bidding for the assignment should have the necessary key staff required to carry out the services and have the financial and technical resources required to undertake the assignment.

They should be able to demonstrate at least 10 years of experience in providing similar services and of at least 3 similar assignments successfully performed in the last 5 years.
