REQUEST FOR EXPRESON OF INTEREST FOR CONSULTING

FIRM TO ASSESS DECENTRILIZATION AND REGULATION MECHANISMS IN THE HEALTH SYSTEM

WITHIN THE PUBLIC SECTOR

BACKGROUND INFORMATION

The Government of Swaziland has received financing

from the International Bank for Reconstruction and Development (IBRD)and the

European Commission towards the cost of a five-year Health HIV/AIDS and TB

Project in the amount of US$20 Million and Euros14.5 million respectively. The

Government of Swaziland intends to apply part of the proceeds of thisfinancing

to payments under the contract for the assessment and re-organizationof

administrative structures for the Health System within the Public Sector.

The Ministry of Health has developed a second set of

the National Health Sector Strategic Plan (NHSSPII). The NHSSPII aims to

strengthen the governance and management capacity of MOH and the health sector

to effectively and efficiently perform and discharge core health sector

functions. The institutional development strategy mainly focuses on building a

distinctive organizational culture, promoting values related to work processes

and recognition systems, including institutional growth, efficiency,

cost-effectiveness, responsiveness and sustainability. Primary healthcare and decentralization

remain the main strategy for improved healthcare delivery.

ThePublic Health Bill calls for the establishment

of the Health Service Commission, which has the responsibility over human

resource matters in the Ministry of Health. The Bill also seeks to establish

the Public Health Advisory Board, which will advise the Minister of Health on

all matters pertaining to public health in the country. As part of

institutional management, hospitals are also expected to have Hospitals

Advisory Boards and Health Committees that will oversee their functioning.

OBJECTIVE

TheConsultancy is required to provide Technical Assistance to the

Ministry of Health by supporting implementation of the Government's

institutional reform initiatives mainly focusing on the strategy's governance

reform components, including improvements in organization, managementand

planning. The consultant will also assess the extent of development of decentralized

services management in line with the National Decentralization policyand the

National Health policy.

BRIEFDESCRIPTION OF SERVICES

Thefirm will be required to provide technical assistance on the

following identified areas:

• Analyse the health sector management

system, including administration, institutional and organizational

arrangements, coordinative mechanisms, management information systems,

reporting systems, staffing and logistics management.

• Review the regulations, guidelines and

norms related to health administration process and propose the necessary

adjustments and tools to improve the effectiveness and efficiency of the

healthcare delivery system.

  • Develop a decentralization plan, evaluation mechanism, identify best practices for decentralisation model.

• Design a new Public Hospitals

Governance Model including the Board and Management structures and

regulations which would lead to increased staff motivation, productivity

and accountability as well as improved delivery of services.

• Strengthening the decentralization and

local governance through legislative support, institutional support and

capacity building for key decentralization implementers.

The

Ministry of Health now invites eligible consulting firms to indicate their

interest in providing the services. Interested consultancy firms mustprovide

information indicating that they are qualified to perform the services

(brochures, description of similar assignments, experience in similar

conditions, availability of appropriate skills among staff, etc.).

The

shortlisting criteria are:

  • Evidence of having carried out similar Consultancy Services
  • Evidence of having carried out similar Consultancy Services in similar conditions
  • Availability of skills in Public Administration and Change Management among key personnel.

The

attention of interested Consultants is drawn to paragraph 1.9 of the World

Bank's Guidelines: Selection and Employment of Consultants by World Bank

Borrowers published in January 2011 ("Consultant Guidelines"),

setting forth the World Bank's policy on conflict of interest.

Consultants

may associate with other firms in the form of a joint venture or a sub

consultancy to enhance their qualifications. Firms wishing to associate must

state clearly the nature of the proposed association (either joint venture or a

sub consultancy).

Selection

of the Consultants will be done in accordance with the procedures setout in

the World Bank's Guidelines: Selection and Employment of Consultants by World

Bank Borrowers, published in January 2011.
