REQUEST FOR CURRICULUM VITAE FOR SENIOR PROCUREMENT SPECIALIST
Background Information
The Ministry of Health and Deputy Prime Minister's Office is implementing the Health, HIV/AIDS and TB Project which is jointly funded by the World Bank, European Union and the Government of Swaziland. Specifically, the proposed project will: (i) improve access to and the quality of health services in Swaziland with particular focuses on primary health care, maternal health and TB, and(ii) increase social safety net access for OVC.
The project will be implemented by the two Ministries through the project implementation/coordination teams. The team will be led by the project coordinator and the under-listed consultancy position are tenable at the Ministry to enhance project implementation. Applications are invited from suitably qualified citizens and non-citizens for the following consultancy position at the Ministry of Health
Qualification: Bachelor's degree with a major in a relevant discipline (e.g. Engineering, Procurement, Finance, Business or Commerce) and relevant training in public procurement; Master's degree will be an advantage.
Experience: At least seven (7) years of direct relevant work experience as Procurement Specialist including supervisory capacity, or alternatively, substantial work responsibilities in procurement dealing with World Bank and donor-financed projects. Good knowledge of concepts and principles of and approaches tointernational procurement, and public procurement systems.
Attributes: Good degree of integrity, judgment and tact in handling the most sensitive, diverse and confidential material. Good knowledge of the Swaziland and/ or Southern Africa procurement environment. Understanding of Swaziland health sector strategic plan objectives, policies and practices related to project/sector and critical links to procurement is desirable.
Contract Period: Initial two-year contract, subject to review after the first year, with possibility of extension dependent on performance.
Main Purpose of the Job: To ensure timely implementation of procurement activities (including the planning and implementation and supervision of all procurement operations) under the project in compliance with Bank procurement guidelines and as agreed in the Loan Agreement.
Duties
- Review and refine the procurement arrangements for all project components as described in theProject Operations Manual
- Ensure project procurement adheres to World Bank Fiduciary and Governance requirements.
- Establishment of suitable procurement record management system and contracts register for theproject.
- Provide hands on training and support to Government of Swaziland staff and other stakeholdersin all aspects of procurement for the project.
- Recommend suitable training packages for different stake holders involved in the projects procurement process including preparation of suitable capacity building plan in public procurement for the project.
- Using the appropriate World Bank formats, prepare procurement and consultant selection documentation including advertisements, requests for quotations, bidding documents, expressions of interest, requests for proposals, evaluation reports and contracts.
- In conjunction with sector specialists, prepare technical specifications and terms of reference for procurement and consultant contracts with inputs from technicalteams;
- Manage the entire procurement process including preparation of procurement documents; inviting for bids, expressions of interest and proposals; responding to clarifications; opening bids and proposals; bid and proposal evaluation andshort listing; pre-contract meetings and negotiations for consultant contracts; contract signing; and contract management including monitoring of contract performance.
- Provide input to the preparation of the project Annual Work Plan and Budget.
- Prepare and revise annual procurement plans as specified for Bank-financed projects.
- Prepare semi-annual procurement progress reports with updated information on the status of procurement contracts.
- Liaise with different Government of Swaziland institutions responsible for public procurementon issues incidental to the project.
- Supervise and review the work of the intermediate procurement specialist.
- Report to the Project Coordinator of the PIT.
- Assist with any other relevant duties assigned.
