8th July 2025 ALL INVITED SUPPLIERS Ref No: SS-MWRI-496999-GO-RFQ • The Government of South Sudan through the Ministry of Water Resources and Irrigation (MWRI) is implementing the National Water Supply, Sanitation and Hygiene Project (N-WASH Project). • The Ministry of Water Resources and Irrigation (MWRI) has received funding from the World Bank and it intends to apply part of the proceeds to pay for Supply of Laptops, Printer and Projector to facilitate the PIU for the N-WASH as per the schedule of requirement in section A. • The Ministry now invites qualified suppliers to submit quotations to Supply the laptops, printer and projector for the N-WASH Project. More details are provided in the Technical Data (Section D). • A firm will be selected under the Request for Quotations procedures and in a format as described in this RFQ, in accordance with the policies of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing - Goods, Works, Non-Consulting and Consulting Services dated July 2016 and the current Sixth Edition February 2025. The preparation of the proposed NWASH project is supported by World Bank, financed through the International Development Association (IDA). In addition, IDA is also supporting the implementation another project in South Sudan, the first phase of the Regional Climate Resilience Program for Eastern and Southern Africa (RCRP). The Ministry of Water Resources and Irrigation (MWRI) is responsible for the preparation and implementation of both projects. To support the preparation of the NWASH project, the MWRI seeks to recruit a firm to update the existing feasibility studies for water supply and sanitation interventions for the seven towns under consideration for the project. 2. The objectives of the consultancy service are to review, validate and update feasibility studies and detailed engineering designs for the selected cities that were conducted under the Multi Doners Trust Fund MDTF project in 2012, and prepare related tendering and bidding documents. The updated documents should reflect the current socioeconomic, environmental, technical, and institutional context to ensure bankable and implementable project proposals aligned with national priorities and donor requirements. Further, to ensure that the interventions supported under the project provides quality infrastructure facilities that benefits the intended community in line with the objectives of NWP. 3. It focuses on non-structural measures, including climate resilient water resource management planning, early warning, improved monitoring and forecasting capacities, flood risk mapping, and community level interventions, rehabilitation of existing flood protection and water retention and storage infrastructure, including potential support to natural-capital based livelihood activities in flood-prone areas for a period of 5 years (2023 – 2028). 2.The objective of the consulting services (“the Services”) is to minimize (or otherwise avoid) significant environmental and social risks and impacts, and hence maximize the RCRP benefits. 3.The consulting services will involve conducting the following activities/assignments: a.Environmental and Social Impact Assessment (ESIA), b. Resettlement Action Plan (RAP), and, c. Annual Environmental and Social Audit (ESA). 4. Interested individuals should provide information demonstrating that they are qualified to perform the services (attach curriculum vitae (CV), Copies of documentary evidence of academic qualifications, professional qualifications, and registration/licensing with professional bodies and the list of three references or contact persons to reach out from previous assignments). The shortlisting criteria are: Academic/Professional Qualification: i. At least a Master’s degree in Water Resources Management, Water Resources Engineering, Natural Resources Management or other relevant fields. The Bachelors qualification should be in an Engineering field. ii. Must be a member of a nationally or internationally recognized professional body. Minimum Experience Required: iii. At least twelve (12) years of related work experience, with recognized technical expertise in water resources development and management for Master's degree holders. Or iv. Seven (7) years of relevant work experience for PhD holders. Should have experience in project origination, development, and management and/or financing with specific emphasis on water resources management. Competencies Required: v. Experience with Integrated Water Resources Management, with a background on water resources planning, development and management; or irrigation and hydraulic modelling. vi. Experience with the different water resources development and management models suites developed for the Nile Basin Decision Support System (NB DSS), or any other regional and international development models applicable in the region. vii. Demonstrated writing, analytical, presentation and reporting skills. viii. Ready to work in a multi-disciplinary team and under pressure. ix. The expert should be fluent in English language and should have high standard of written and oral presentations. x. Knowledge of, or experience in working with trans-boundary water resources issues. 6.
