STP Coastal Areas Resilience and Sustainable Tourism Project REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – INDIVIDUAL CONSULTANT) São Tomé and Príncipe STP Coastal Areas Resilience and Sustainable Tourism Project: P180982 Grant No.: IDA- E2980 Assignment Title: Blue Economy Advisor Reference Nº: 24/C/WACA+/2024 The Government of the Democratic Republic of S. Tomé and Príncipe has received financing from the World Bank toward the cost of the STP Coastal Areas Resilience and Sustainable Tourism Project, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include: the Blue Economy Advisor will be responsible for facilitating the operational and technical implementation of the STP's National Strategy for the Transition to the Blue Economy, including instruments such as the Blue Economy Investment Plan[1] and the Blue Economy Promotion Program whose development was coordinated by the Blue Economy Intelligence Unit, The advisor will be hired for 12 months, with an effort level of 60 person-days, expected start date of assignment is July, ensuring full consistency with the TOR referred to in this REOI.

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are: a) core business and years in business, b) relevant experience, c) technical and managerial capability of the Consultant. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023, setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Individual consultant method set out in the Procurement Regulations.
