This Request for Expressions of Interest follows the general procurement notice for this project that appeared in UNDB on 3rd July, 2014, 2014 and The Citizen on 3rd July, 2014 and The Juba Monitor on 4th July 2014.
The Government of the Republic of South Sudan (GRSS) has received a credit from the International Development Association (IDA) for the Proposed South Sudan National Strategy for theDevelopment of Statistics (NSDS): Statistical Capacity Building Project, and intends to apply part of the proceeds towards the cost of the Development of a National Compendium of Statistical Concepts Consultancy service.
The assignment will last for a period of 1 Months with an option for extension subject to satisfactory performance expected to start March/April 2016.
The consultant shall be in charge of all matters as detailed in the Terms of Reference (TOR) that are stated under the scope of the assignment below.
- Objective of the Assignment
- To prepare National Compendium of Statistical concepts and definitions for the South Sudan NSS.
- To build capacity at the NBS and MDAs to build on the compendium and use it.
- To create buy-in from other stakeholders to ensure that the compendium is applied whenever relevant.
- Scope of Service
All of the above tasks will be conducted by the consultantin close collaboration with the Statistical Production Directorate, MDAs, NCT and external experts working with NBS staff. The consultant will perform but not limited to the following activities;
a) Draft National Statistical Compendium of Standards, Classifications, Concepts and Definitions
b) Draft sectors compendiums ;
i) Crops, Livestock, Forestry, Wildlife, Environmental and Fisheries Compendium
ii) Hotels, Restaurants, Tourism, Recreation, Sporting, Information and Communication Compendium
iii) Health, Education, Human Services, Population and Vital Statistics Compendium
iv) Industrial, Petroleum and Mining Compendium
c) Collects and CompileStatistical or sectoral concepts and definitions within the context of South Sudan.
d) Standardizes all the SouthSudan concept and definitions with international best practices
e) Perform any other task related to the activity as directed by the NBS.
- Selection Criteria:
The candidate shouldhave following qualifications and experience:
(a) Holds a Master or Bachelor degree in Statistics, Mathematics or other a relevant discipline;
(b) Have at least ten years of relevant experiences in statistical capacity, with experience in survey methodology and statistical standards
(c) Relevant experience in Preparing National Compendium of Statistical Concepts and definitions in the East Africa countries.
(d) Demonstrates significant experience in preparation of National Compendiums of Statistics, capacity building, training, strategy development, applying technical solutions to address programmatic issues and implementation; and
(e) Good capacity for and experience in knowledge transfer and excellent communication skills.
(f) Excellent command in written andspoken English
The NCT of the National Bureau of Statistics would therefore like to invite eligible individual applicants to indicate their interest in providing the above mentioned services. A Consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011.
