  • The Government of South Sudan ( GoSS) has received financing from the World Bank towards the cost of the implementation of Building Skills for Human Capital Development in South Sudan ( BSHCDSS). Based on aforementioned , MOHEST is seeking to use a portion of the funds to finance the position of the Financial Management Specialist.
  • The overall objective of the assignment: will be responsible for the implementation of sub-project / activities is undertaken with full compliance of the projects' Financial Management Framework ( FMF) and also in conformity with South Sudan Financial policies and Laws, and the World Bank (WB) Financial policies . Emphasis will be placed on risk during the implementation of the program activities and mitigation measures must be identified and managed accordingly.
  • Responsibilities: The Financial management for the provision of technical assistance to the program in general and advance to this implementing partners technical guidance to ensure compliance and implementation of the Financial policy and adhering to the general procedures and guidelines of the world bank ( WB) in order to ensure quality output of program interventions and all other tasks detailed in the Terms of Reference ( TOR) that will be provided upon submission of application (in person or by E-mail).
  • Government officials or civil servants will be for considered unless: ( i) they are on leave of absence without pay or have resigned or retired six months piror to the advert : ( their employment will not create conflict interest.
  • Duration: the assignment will be for aperiod of twenty -four ( 24) months with apossibility of extension subject to satisfactory performance.
  • Selection Criteria : The selection shall be based on qualification, experience and skills of the candidate and followed by an interview . The qualification , experience and skills should include : Holds Master degree or Degree in Financial Management , Qulaified in Chartered Accountant ( prefer fellow member of ICAI ); A) General experience; with Minimum of 10 years of working experience in the institution related to the the republic / private sector ; b) Specific Experience ; Minimum of 6 years of specific continuous working experience in various financial management and control process in public sector ; working experience of atleast 5 years with Internatioanl agencies.
  • Practical working experience in training : Skills in Stakeholder engagement and consultation ; proven 'get-it done' attitude , ability to solve problem independently , and work with limited supervision , self -driven and proactive , focused on rapidly achieving results in advancing implementation ; Fluency in English ;knowledge and fluency in standard MS office applications ( Words , Excel , Power point ); Demonstrated interpersonal and negotiation skills including diplomacy and tact; Significant practical experience with the World Bank Financial management policies and / or IFC performance Standards evidenced from similar work carried out in the past works added advantage.
  • The MOHEST now invites eligible individual Consultants to indicate their interest in providing the above - mentioned services. Interested consultants must provide information indicating that they are qualified to perform the services and furnish the Curriculum Vitae ( CV) in the precribed form that will be provided with the TOR upon submission of application ( in person or by e-mail at the address given below )
  • The attention of interested consultants is drawn to section III , Paragraphs 3.14, 3.16 and 3.17 of the World Bank's ' Procurements Regulations for IPF Borrowers' July 2016 revised November 2017, August 2018 and November 2020 [ Procurement in investment Project Financing ; Goods , works, Non - consulting and Consulting Services] , setting forth the World Bank 's policy on conflict of interest.
  • A consultant will be selected in accordance with the procedures set out in the World Bank's Procurement Regulations for IPF Borrowers' July 2016 revised November 2017, August 2018 and November 2020 for selection of individual consultant

  • Deadline for Submission : The Experience of Interest ( EOI) and the ( CV ) completed in the prescribed form must be delivered to the address below ( in person , or by mail ) by Wednesday 11th , October 2023 at 17: Hurs. ( South Sudan time ).
