1- The Ministry of General Education and Instruction (MOGEI) of the Government of South Sudan has received financial Grant from The World Bank towards the cost of implementation of project title: Building Skills for Human Capital Development in South Sudan (BSHCDSS). Based on aforementioned, the MOGEI intends to apply portion of the proceed to fund the position of Social Safeguard Specialist on a contract basis.
2- Objective of the assignment: The overall objective of the position of Social Safeguard Specialist is to provide technical expertise within the Project Implementation Unit (PIU) on social safeguards compliances under the National and World Bank guidelines. The specialist will be part of the environmental and social risk management team of the PIU and will be responsible for overall social safeguards management in BSHCDSS. The Social Development Specialist will also be responsible for the implementation and supervision of all aspects related to social safeguards, implementation of social risk management instruments including Environmental and Social Management Framework (ESMF), Labour management procedure (LMP), Social Assessments, and and grievance redress mechanism (GRM). She/he will monitor the implementing partners' teams to ensure that all social safeguard commitments are incorporated into the project activities and work processes.
3- Responsibilities: The Social Safeguard Specialist will assit PIU in providing technical advices and input to design reviews, preparation of TORs, review of reports, studies/assessments and reports submitted by the Implementing Agency. The Social Safeguard Specialist will work closely with Environmental Risk Specialist and jointly be responsible for the regular monitoring and supervision of all risk management activities. The specalist, under the guidance of the Project Director, will provide support to the implementing agency and Third Party Monioring on deliverables. The Social Development Specialist will be responsible for the implementation and supervision of all aspects related to social safeguards, implementation of social risk management instruments including Environmental and Social Management Framework (ESMF), Environmental and Social Commitment Plan (ESCP), Stakeholder Engagement Plan (SEP), Labour Management Procedure (LMP) and Social Assessments, and grievance and redress.
4- Government officials or civil servants will not be considered unless: (i) they are on leave of absence with pay or have resigned or retired six (6) prior to the date of the advert; (ii) their employment will not create conflict of interest.
5- Duration: The assignment will be for a period of twenty - four (24) months with a possibility of extension subject to satisfactory performance and availability of funds.
6- Selection Criteria:
A- The Selection shall be based on qualification, experience and skills of the candidate and followed by an interview. The qualification, experience and skills should include: Minimum of Master Degree in Social Development, Social Policy, Sociology, Development Economics and other related field from a recognized University/Institution of higher learning.
B- Work Experience: A minimum of ten (10) years working experience is required; Minimum of five (5) years practical and relevant experience working with donors funded project with practical experience in social safeguards sector; Work experience in post conflict countries such as South Sudan; And skills in stakeholder engagement and consultation, and community participation is desirable.
C- Competenecy Areas: Positive attitude to work, solve problems independenly or limited supervision; Self-driven and proactive focused on rapidly achieving results in advancing project implementation; Demonstrated interpersonal and negotiation skills including diplomacy and tact; Ability and willingness to work in team; Knowledge and fluency in stadard MS office applications (Word, Excel, Power point); Demonstrate interpersonal and negotiation skills including diplomacy and tact; Excellent communication skills: Fluency in written and spoken English, a good listerner; Spoken Arabic is an added advantage.
6- The MOGEI now invites eligible Individual Consultant to express their interest in providing above mentioned services. Interested consultants must provides information indicating that they are qualified to perform the services and furnish the Curriculum Vitae (CV) in the prescribed from that will be provided with the terms of reference (TOR) upon submission of written application (in person or by email at the address given below).
7- The attention of consultant is drawn to Section III, paragraphs, 3.14, 3.16 and 3.17 of the World Bank's Procurement Regulations for IPF Borrowers' July 2016 revised November 2017, August 2018 and November 2020 [Procurement in investment Project Financing; Goods, Works, Non-Consulting and Consulting Services], setting forth the World Bank's policy on conflict of interest.
8- A consultant will be selected in accordance with the procedures set out in the World Bank's Procurement Regulations for IFP Borrowers' July 2016 revised November 2017, August 2018 and November 2020 for selection of individual consultant.
