- Government of South Sudan ( GoSS) has received financing from the World Bank towards the cost of the implementation of Building Skills for Human Capital Development in South Sudan ( BSHCDSS) . Based on aforementioned , MoHEST is seeking to use a portion of the proceed of the funds to finance the position of the Environmental and Risk Specialist.
- Objectives of the Assignment: The objective of this role is to ensure that the implementation of sub- projects / activities are undertaken in compliance of the projects' Environmental and social management Frameworks ( ESMFs) and in conformity with World Bank (WB), Environmental and social Framework, South Sudan environmental policies and Laws . The presence of envrionmental expert is expected to bring an improved environmental performance.
- Key Responsibilities: The Environmental Risk Specialist will be part of the Project Implementation Unit (PIU) located at MoHEST to support the Implementation of the project with the following areas of work for three years.
- Undertake environmental monitoring and supervision of project activities , works including developing , monitoring checklists, and compilation of periodic progress reports to ensure compliance with relevant environmental risk management instruments.
- Provide overall environmental and OHS risk management during the implementation of the project with view to address variety of EHS issues emanating from the project actvities implementation.
- Prepare and provide inputs to necessary documents such as environmental and health and safety procedures and guidelines, protocols, operational manuals and relevant environmental tools in consulation with relevant stakholders.
- Undertake site Visits, participate in supervision mission discussions, undertake consultations and provide expert advice to the PIU Director as necessary .
- In order to ensure quality output of program interventions and alll other tasks detailed in the Terms of Reference ( TOR) that will be provided upon submission of application ( in person or by E-mail ) Goverement official or civil servants will not be considered unless; ( i) they are on leave of absence without pay or have resigned or retired six months prior to the date of the advert ; ( ii) their employment will not create conflict of interest.
Duration: The assigment will be for a period of twenty - four ( 24) months with a possibility of extension subject to satisfactory performance.
Selection Criteria:The selection shall be based on qualification, experience and skills of the candidate and followed by an interview. The qualification, experience and skills should include:
- Holds Master degree in Environmental Science & Engineering , Environmental management, Natural Sciences including Forestry , Agriculture , Botany, Zoology , Natural Resource Management or any other related from a recognised university;
- Aminimum of 5 years' practical experience working with donors funded projects in post conflict countries such as South Sudan with practical experience in the envrionmental sector preferably in environmental management;
- Skills in stakeholder engagement and consultation, and community participation is desirable;
- Fluency in English and knowledge of Arabic and other South Sudan local languages will be an added advantage;
- Knowledge and fluency in standard MS office applications ( word, excel , power point );
- Excellent communication skills; writing , and listening.
- Demonstrated interpersonal and negotiation skills including diplomacy and tact.
- He/she must have significant practical experience with the World Bank safeguard policies and / or IFC Performance Standards evidenced from similar work carrried out in the past works;
- Environment Management Plans reviewed / prepared and conform to the set standards, coordination meetings held with stakeholders to discuss environmental issues, tranings provided to different stakeholders / beneficiaries , consultations made with stakeholders and other parties on EHS issues and,
- Number of on time notifications of incidents made to relevant government bodies and WB. The MoHEST now invites eligible individual consultants to indicate their interest in providing the above - mentioned services. Interested consultants must provide information indicating that they are qualified to perform the services and furnish the Curriculum Vitae ( CV) in the prescribed form that will be provided with the TOR upon submission of application ( in person or by e-mail at the address given below ).
Aconsultant will be selected in accordance with the procedures set out in the World Bank's Procurement Regulations for IPF Borrowers' July 2016 revised November 2017, August 2018 and November 2020 for selection of individual consultant.

Deadline for submission : The Expression of interest ( EOI) and the CV completed in the prescribed form must be delivered to the address below ( in person , or by e-mail) by Friday 24th , November , 2023 at 17: 00 Hours ( South Sudan Time).
