Republic of South Sudan Ministry of Agriculture and Food Security (MAFS) Single Project Coordination Unit (SPCU) Request for Expression of Interest (REOI) COUNTRY: Republic of South Sudan PROJECTS: MAFS Donor funded Projects CONSULTING SERVICES: Cash Plus Specialist (2years) DUTY STATION: MAFS Project Building, Juba- South Sudan Ref No: SS-MAFS-326710-CS-INDV • The Government of South Sudan (GoSS) has received financing from the World Bank towards the cost of the implementation of Productive Safety Net for Socioeconomic Opportunities (SNSOP).
Based on aforementioned, MAFS is seeking to use a portion of the proceed of the funds to finance the position of the Cash Plus Specialist. • The objective of the assignment is to provide oversight and technical support to the development and successful implementation of complementary social measures modalities and its rollout out plan. S/he will also be responsible for building the capacity of implementing partners and staff under the SNSOP project to raise awareness and roll out all complementary social measures. • Responsibilities: The Cash Plus Specialist will be responsible for the provision of technical assistance to the project in general and advance to the implementing partners technical guidance to ensure compliance and adhering to the general procedures and guidelines of the World Bank (WB) in order to ensure quality output of project interventions and all other tasks detailed in the Terms of Reference (TOR) that will be provided upon submission of application (in person or by E-mail).
Government officials or civil servants will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six months prior to the date of the advert; (ii) their employment will not create Conflict of interest. • Duration: The assignment will be for a period of twenty-four (24) months with a possibility of extension subject to satisfactory performance. • Selection Criteria: The selection shall be based on qualification, experience and skills of the candidate and followed by an interview.
The qualification, experience and skills should include: At least 5 years’ work experience in community capacity building initiatives; Proven experience in developing and implementing social and behavioral change and communication interventions; Extensive experience on cash plus training and topics, particularly financial literacy, nutrition, WASH and early childhood development is an advantage; Experience working in or with organizations such as international development banks or donor agencies is an added advantage; Experience developing training modules and capacity building of project teams and stakeholders is required; Experience in materials development to support cash plus programming is an asset; Skills in developing gender sensitive training materials is an asset; Experience in fragile and conflict-affected countries and South Sudan is an added advantage. • The MAFS now invites eligible Individual Consultants to indicate their interest in providing the above-mentioned services.
Interested consultants must provide information indicating that they are qualified to perform the Services and furnish the Curriculum Vitae (CV).in the prescribed form that will be provided with the TOR upon submission of application (in person or by e-mail at the address given below). • The attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised November 2017, August 2018 and November 2020 [Procurement in investment Project Financing; Goods, Works, Non-Consulting and Consulting Services], setting forth the World Bank’s policy on conflict of interest. • A consultant will be selected in accordance with the procedures set out in the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised November 2017, August 2018 and November 2020 for selection of individual consultant. • Interested Consultants may obtain further information at the address given below from 9:00 to 16:00 Hrs. on working days (Monday through Friday.) • Deadline for submission: The Expression of interest (EOI) and the CV completed in the prescribed form must be delivered to the address below (in person, or by mail, or by e-mail) by Monday 20th, Feb 2023 at 17:00 Hours (South Sudan Time) • Further details of this REOI are provided in the Terms of Reference (TOR), which may be obtained upon request in person or by e-mail to the address given below.
