1- The Ministry of General Education and Instruction (MOGEI) of the Government of South Sudan has received financial Grant from the World Bank towards the cost of implementation of project title: Building Skills for Human Capital Development in South Sudan (BSHCDSS). Based on aforementioned, the MOGEI intends to use portion of the proceed of the grant to finance the position of the Project Coordinator on contract a basis.
2- Objective of Assignment: The objective roles of the project coordinatoor is to ensure the overall implementation of the project and its sub activities are undertaken in compliance with the projects development framework (P&P Document) by support to PIU to develop and administer planning implementation, monitoring, evaluation and reporting of Building Skills for Human Capital Development in South Sudan project, in accordance with the project appraisal document (PAD) and the project Director in a format and schedule as required. He/She will supervise the implementation of various project activities under the components.
3- Responsibilities: The project coordinator is primarily responsible for coordinating and managing the execution of assigned projects and facilitation of cross-divisional project teams. The project coordinator will be responsible for coordinating the successful implementation of project, facilitating meetings, and organization of project documents and other administrative activities. The project coodinator will work with the assigned PIU team members on the project for all division, executes project timelines, escalates, issues and risk to the project director, and partners with external third parties in coordinating implementations to achieve desired outcomes. The project coordinator will also be responsible for fulfilling the administrative aspects of the assigned PIU. In order to ensure quality output of program interventions and all other tasks detailed in the terms of reference (TOR) that will be provided upon submission of application (in person or by email).
Government officials or civil servants will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six months prior to the date of the advert; (ii) their employment will not create conflict of interest.
4- Duration: The assignment will be for a period of twenty-four (24) months with a possibility of extension subject to satisfactory performance and availability of funds.
5- Selection Criteria: The selection will be based on qualification, experience and skills of the candidate and follow by interview. the qualification, experience and skills should include:
a)- At least Master Degree in Project Planning and Management, Business/Public Administration, International Relations, Economics, Finance or other related discipline from recognized University/Institution.
b)- At least ten (10) years of relevant professional experience, five (5) of which must have been at a senior level in project implementation and management position(s) in Development Organization financed projects;
c)- Experience in post conflict environment such as South Sudan desired.
d)- Practical working experience in training: Skills in stakeholders engagement and consultation; proven get-it-done attitude ability to solve problems independtly, and work with limited supervision.
e)- Self-driven and proactive, focused on rapidly achieving results in advancing project implementation;
f)- Ability to quickly establish credibility with the project team and work with the functional organization as well as cross-functional stakeholders.
g)- Exellent written and verbal communication skills in English.
h)- Project management and certifications certified Associate in Project Management (CAPM).
i)- Proficiency in Microsoft Office 365 Suite including Exel, Word, SharedPoint, Teams, Office and project management tools.
j)- Experience managing and coordinating across large teams, facilitating meeting, attention to detail
k)- Demonstrated interpersonal and negotiation skill including diplomacy and tact,
l)- It is additional advantage for candidate to have significant practical experience with the World Bank evidenced from similar work carried out in the past works.
6- The MOGEI now invites eligble Individual Consultants to indicate their interest in providing the above - mentioned services. Interested consultants must provide information indicating that they are qualified to perform the services and furnish their Curriculum Vitae (CV) in the prescribed form that will be provided with the TOR upon submission of application in person or by email at the address given below).
7- The attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the worls Banks Procurement Regulations for IPF Borrowers July 2016 revised November 2017, August 2018 and November 2020 [Procurement in investment project Financing Goods, Works, Non-Consulting and Consulting Services], setting forth the World Bank's policy on conflict of interest.
8- A consultant will be selected in accordance with the procedures set out in the World Bank's Procurement Regulation for IPF Borrowers' July 2016 revised 2016 revised November 2017, August 2018 and November 2020 for selection of individual consultant.
9- Interested consultants may obtained further information at the address given below from 9:00 to 16:00 Hrs. on working days (Monday through Friday).
