CONSULTING SERVICES:

Consultant to develop and implement a Consumer Awareness and Communication program in support of Led Bulbs and Led Tube lights Deployment Program

The Government of the Democratic Republic of Sao Tome and Principe has received financing from the International Development Association (IDA) toward the cost of the Project Power Sector Recovery (PSR) and intends to apply part of the proceeds for consulting services.

The consulting services (“the services”), to be implemented during 4 months days, include:

• assist EMAE/AFAP in designing and drafting all communication and awareness materials, including messages as well as any corresponding tools (to be produced) and train EMAE’s team (pre-selected staff) in delivering communication and enhancing visibility of energy efficiency amongst all stakeholders, process and design of the bidding process

• Support AFAP and EMAE throughout the process, including selection of local service providers, develop/produce the awareness tools, develop a public strategy for use of LED lamps

• And all activities described in the Terms of Reference.

The Project Administration and Fiduciary Agency (AFAP) now invites eligible Individual Consultants (“Consultants”) to present Curriculum indicating their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The qualification criteria are:

• A university degree in communication, or relevant discipline

• Solid background and familiarity with Energy issues

• Minimum 8 years professional and/or academic experience in communication, visibility, awareness, promotion,

• Have experience in the designing large promotion and awareness campaigns, including experience with different media, equipment or technology,

• Proven experience in the preparation and leading missions in communication, awareness in energy efficiency field,

• Proven experience in training, preparing and qualifying senior executives

• Command of English. Portuguese language is required.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers dated January 2011, revised July 2014 and the provision stipulated on the Financial Agreement for the Power Sector Recovery Project (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the Consultants Guidelines.
