REQUEST FOR EXPRESSION OF INTEREST COUNTRY: DEMOCRATIC REPUBLIC OF SAO TOME AND PRINCIPE PROJECT: POWER SECTOR RECOVERY GRANTS Nº: IDA D5870 CONSULTING SERVICES: Expert in Monitoring and Evaluation (M&E) of Impacts of the Led Bulbs and Led Tube lights Deployment Program in Sao Tome and Principe REFERENCE Nº 73/C/PRSE/2021 The Government of the Democratic Republic of Sao Tome and Principe has received financing from the International Development Association (IDA) toward the cost of the Power Sector Recovery Project (PSRP) and intends to apply part of the proceeds for consulting services.
The consulting services (“the services”), to be implemented between September 2021 and March 2022 include, but is not limited to: The Monitoring and Evaluation (M&E) consultant will design and develop and help implement along with EMAE and AFAP team the following three (3) main technical tasks to evaluate the impact of the LED Lamps deployment program amongst its various stakeholders. The results of analysis under the two tasks will be consolidated in a single M&E Report. • Task (i): Measurement and Verification (M&V) of Energy (kWh) and Demand (kW) Savings • Task (ii): Consumer Survey to Validate the M&V Results • Task (iii) Based on the analysis of results from Tasks (i) and (ii), this task will focus on extrapolation to impacts on: (a) Energy (kWh); (b) Load/Demand (kW); (c) Load Curve/shape (hourly load data), across the country (national level); (d) Reduction in Energy and Load Demand at household (average) and office levels; [e] Improvement in quality and comfort level of light in households and offices; [f] Average estimated reduction in electricity bills of consumers; [g] Estimated Cost of Energy saved ($/kWh), Cost of Demand Saved ($/kW) and Cost of GHG emissions saved ($/ton of CO2).
The Project Administration and Fiduciary Agency (AFAP) now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The qualification criteria are: • A university degree in electrical/power engineering or related discipline • Minimum 10 years professional and/or academic experience in the field of M&E • Proven experience in implementing M&E for energy projects • Familiarity with energy efficiency • Experience in the preparation and leading of trainings in M&E • Good knowledge of Portuguese and English Language is required The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers dated January 2011, revised July 2016 and the provision stipulated on the Financial Agreement for the Project Preparation Advance (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Selection based on the Individual Consultant Selection method set out in the Consultants Guidelines. The Terms of Reference and further information can be obtained at the address (or e-email) below during office hours: 8 to 12 and 15 to 17 hours (local time) Monday to Friday.
