REQUEST FOR EXPRESSION OF INTEREST COUNTRY: DEMOCRATIC REPUBLIC OF SAO TOME AND PRINCIPE PROJECT: POWER RECOVERY PROJECT - PPA GRANT Nº: V 0030 CONSULTING SERVICES: FEASIBILITY STUDY, ENGINEERING DESIGN PROJECT, AND TENDER DOCUMENTS FOR THE REHABILITATION, OPTIMIZATION AND EXPANSION OF HYDROELECTRIC FACILITY OF CONTADOR SHP REFERENCE Nº 01/C/EPPF/16 The Government of the Democratic Republic of Sao Tome and Principe has received financing from the International Development Association (IDA) toward the cost of the Project Preparation Advance (PPA), and intends to apply part of the proceeds for consulting services.

The consulting services (“the services”), to be implemented between December 2016 and April 2020 include: • Feasibility study for the rehabilitation, optimization, and expansion of the Contador Small Hydro Power Plant (SHP); • Development of feasible alternatives for rehabilitation, optimization, and expansion of the Contador SHP; • Engineering design project for rehabilitation, optimization, and expansion of Contador SHP; • Rehabilitation of Contador SHP intake system: • Rehabilitation and optimization of intakes; • Rehabilitation of headraces; including bridged and tunneled headraces; • Rehabilitation and/or expansion of load chamber; • Rehabilitation and/or capacity optimization and expansion of penstock; • Rehabilitation of access roads to crucial locations in the system; • Preparation of Tender Document for EPC contract following World Bank Standard Bidding Documents; • Review of proposals and assistance to contract finalization • Supervision of works, support for project implementation and supervision of Environmental Management Plan and other services.

The Project Administration and Fiduciary Agency (AFAP) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: • Must have at least 5-year-experience in the field of engineering design project, feasibility studies preparation and Bidding Documents for SHP projects; • Must have at least 3 similar contracts.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers dated January 2011, revised July 2014 and the provision stipulated on the Financial Agreement for the Project Preparation Advance (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.

A Consultant will be selected in accordance with the Selection based on the Quality and Cost-Based Selection (QCBS) method set out in the Consultants Guidelines.
