Assignment Title: Selection and hiring of an International Project Management
Specialist for PEREQT Management Unit (PIU)

The Government of the Democratic Republic of Sao Tome and Principe has received financing from the World Bank toward the cost of the Girls Empowerment and Quality Education for All Project, and intends to apply part of the proceeds for Selection and hiring of an International Project Management Specialist for PEREQT Management Unit.
The consulting services (“the Services”) is to be implemented in six months, from November 2020 to April 2021, include:
- Develop work methodology and coordinate in conjunction with the attributions of the Technical advisor, the activities carried out by the members of the Project Management Unit of PEREQT;
- Develop processes and tools for managing project activities in all your project stages;
- Assist the MEES in the design of the strategy, planning, execution and monitoring of the acquisition fronts, budget-financial management, monitoring and execution of the Project;
- Design and execute, whenever necessary, continuing education processes on topics that optimize the implementation of actions implemented with resources from the Loan Agreement;

The Project Administration and Fiduciary Agency (AFAP) now invites eligible individual consultant (“Consultants”) to indicate their interest in providing the Services. Interested consultant must have the following profile:
- Master’s degree in Education, Accounting, Administration, Economics, Public Management or other training related to the activities to be performed;
- International experience of at least 7 years in project management, strategic planning in the context of management of international projects of public basic education with funding from multilateral organizations;
- Knowledge and solid understanding of education issues and extensive knowledge of educational literature;
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016 and revised in November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultant Selection (ICS) method set out in the Procurement Regulations.
