República Democrática de São Tomé e Príncipe MINISTÉRIO DO PLANEAMENTO, FINANÇAS E ECONOMIA AZUL Unidade – Disciplina - Trabalho Agência Fiduciária e de Administração de Projetos Projeto Desenvolvimento do Setor dos Transportes e Proteção Costeira Grant No.: D 44 60 ST Assignment Title: Hiring of a Non-governmental Organization (NGO) to provide services to women on Business and financial management, leadership and Gender-based Violence Reference No.: 26/C/TCP/2020 The Government of the Democratic Republic of Sao Tome and Principe has received financing from the World Bank toward the cost of the Transport Sector Development and Coastal Protection Project, and intends to apply part of the proceeds for consulting service to provide services to women on Business and financial management, leadership and Gender-based Violence.

The consulting services (“the Services”) include: • Gender-Based Violence, • Support people affected by the project to create and manage small businesses, focusing on the agricultural sector. • Strengthening the technical and management capacity of GIME and local communities, with special emphasis on women's participation in the design, planning and execution of maintenance programs through their involvement in GIMEs and dedicated training. The consulting services is to be implemented in 24 (twenty-four) months, from April 2021 to April 2023.

The detailed Terms of Reference (TOR) for the assignment can be obtained at the address or email given below. The Project Administration and Fiduciary Agency (AFAP) now invites eligible Non-Governmental Organizations (NGOs) (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are: • Must have at least 5 (five) years of relevant experience working in financial management and Gender-based Violence; • Solid knowledge of gender issues with focus on women’s economic empowerment; • Must have at least 3 (three) contracts with activities and programs similar to these dicribed above. Key Experts will not be evaluated at the shortlisting stage. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016 and revised in November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other NGOs to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Consultants’ Qualitficaions Selection (CQS) method set out in the Procurement Regulations.
