The Government of São Tome and Principe has received financing from the World Bank toward the cost of the Girls Empowerment and Quality Education for All Project, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include TA to conduct large-scale students learning assessment in primary and secondarySchools (ALLEB and ALLES).

The services include:

• Develop a specialization in educational evaluation in the distance modality with a workload of 360 hours, with a total of 10 people, 5 technicians of MEES and 5 participants external to MEES, both selected through entry contest under the responsibility of the contracted company

• Technically support a team of THE MEES (DPIE/GAAE), in the review of reference matrices for evaluation, development of items and database of pre-tested and balanced items, according to Item Response Theory (TRI) and Classical Test Theory (TCT), proficiency matrix, instruments and notebooks with balanced incomplete blocks, capacity development in large-scale evaluation with a specialization course in educational evaluation and proposal of large-scale evaluation plan.

• Develop together with the DPIE/GAAE a Learning Assessment Plan, including the different External Assessments of Students' Learning necessary for the formulation of educational public policies.

AFAP (Projects Administrative and Fiduciary Agency) now invites eligible consulting firms (“Consultants”) International Academic Institutions to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

• Experience in the coordination and application of evaluation of large-scale learning, in provincial (state) or national systems, using TRI and TCT, and with at least 100,000 (one hundred thousand students).

• Have legal accreditation as a higher education institution to teach Latu Sensu Specialization in Educational Evaluation and/or Educational Evaluation and Statistics, and experience of at least 05 years in the offer of specialization and / or master's degree in Educational Evaluation.

• Proven experience in at least 10 projects with preparation of bench of pre-tested items and calibrated according to THE TRI and TCT, and preparation of test books with balanced incomplete blocks (BIB).

• Proven experience in at least 10 statistical and pedagogical analyses of large-scale evaluation results using TRI and TCT.

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality And Cost-Based Selection (QCBS) method set out in the Procurement Regulations.

CONTRATAÇÃO DE UMA INSTITUIÇÃO PARA A MINISTRAR ESPECIALIZAÇÃO EM AVALIAÇÃO EDUCACIONAL (EM LARGA ESCALA)

• CONTEXTO

A República Democrática de São Tomé e Príncipe considera a educação como um direito fundamental de cada cidadão e um instrumento para formar o capital humano de acordo com a exigência dos novos tempos. Neste sentido, a promoção de uma educação de excelência é condição básica de empregabilidade e competitividade para as pessoas em idade activa, para a construção de uma sociedade mais justa e com oportunidades iguais para todos.

A estrutura do sistema educacional santomense foi modificada recentemente com a aprovação da nova Lei de Bases do Sistema Educativo em 2018 (LBSE, N.º 4/2018). O sistema educacional atual inclui: (i) dois anos de Educação Pré-escolar (de 4 a 5 anos); (ii) nove anos de Ensino Básico divididos em três ciclos (1a. a 4a. Classe - idades de 6 a 9); (5a.. a 6a.. Classe - idades de 10 a 11); (7a.. a 9a.. Classe - idades de 12 a 14)) e (iii) três anos de Ensino Secundário, que vão da 10a. a 12a. Classe (15 a 17 anos). O número total de alunos é de 74.115, sendo que 38.781 alunos estão nos dois primeiros ciclos do Ensino Básico (1a.. a 6a. Classes). A tabela abaixo fornece uma visão geral do sistema educacional santomense.

Entre 2007 e 2017, o número de matrículas aumentou significativamente em todos os níveis de ensino, sendo mais pronunciado na Educação Pré-escolar, nas classes finais do Ensino Básico (7a. a 9a. classes), no Ensino Secundário. Os inscritos na educação pré-escolar pública aumentaram de 6.723 para 10.106, com a taxa bruta de matrícula mais que triplicou de 21,4% para 71,4%. Considerando que, o acesso aos dois primeiros ciclos do Ensino Básico está universalizado desde 2010, o número de matriculados passou de 31.400 em 2006 para 37.090 em 2017. Entretanto, o crescimento da matrícula foi intenso, especialmente no 3o. ciclo do Ensino Básico, com uma taxa de crescimento anual de 8,1%, passando de 7.515 para 15.929 inscritos, representando uma mudança na taxa bruta de matrícula de 68,1% para 114,3%. No Ensino Secundário, o número de alunos aumentou mais de seis vezes, passando de 1.382 para 7.988, com um crescimento anual de 19,2 % entre 2007 a 2017. Entretanto, apesar dos avanços, a taxa bruta de matrícula para esse nível é de 62,6%, evidenciando um dos desafios do governo santomense para os próximos anos.

Dentro desse cenário, o Ministério da Educação e Ensino Superior (MEES) tem tomado medidas para garantir o direito de que todos os estudantes aprendam e uma das acções prioritárias é o investimento na consolidação de um Sistema de Avaliação Aferida em Larga Escala do Ensino Básico (AALEB) e do Ensino Secundário (AALES).

Em Outubro 2015, foi criado o Gabinete de Acreditação e Avaliação Educacional (GAAE), sob a supervisão da Direcção de Planeamento e Inovação Educativa (DPIE). O GAAE tem como responsabilidade acompanhar todos os passos do processo de ensino e aprendizagem, comparar os resultados obtidos conforme os objetivos propostos, realizar exames nacionais, a fim de verificar progressos, dificuldades e orientar trabalhos para as melhorias necessárias.

Ainda em 2015 e criado o GAAE, STP para acompanhar as mudanças e melhorar a qualidade da Educação na componente avaliação, teve apoio do Projecto de Educação de Qualidade para Todos (PEQT) sob o financiamento de Banco Mundial. Foi possível recorrer a uma consultoria internacional e com base nos estudos da IEA realizou-se a tripla análise. Foram definidos os objectivos prioritários e as competências bá sicas/prioritárias que devem ser atingidas pelos alunos do Ensino Básico de 2ª, 4ª e 6ª classes, nas disciplinas de Língua Portuguesa e de Matemática, tendo como resultado o quadro de Avaliação para o Ensino Básico.

Na sequência da sua atribuição, o GAAE foi responsável pela realização da primeira Avaliação Aferida de Larga Escala (AALEB), que se realizou em 2016 e da Avaliação Aferida de Larga Escala no Ensino Secundário (AALES) em 2017. A AALEB foi feita em caráter censitário, envolvendo as 88 escolas em funcionamento naquele momento e foram submetidos a testes estandardizados de Língua Portuguesa e Matemática para todos (19.201), sendo que de foram
