This Request for Expressions of Interest follows the general procurement notice for this project that appeared in UNDB on 3rd July, 2014, 2014and The Citizen on 3rd July, 2014 and The Juba Monitor on 4th July 2014.
The Government of the Republic of South Sudan (GRSS) has received a credit from the International DevelopmentAssociation (IDA) for the Proposed South Sudan National Strategy for the Development of Statistics (NSDS): Statistical Capacity Building Project, and intends to apply part of the proceeds towards the cost of the following Consultancy services.
The assignment will last for a period of one month each for post with an option for extension subject to satisfactory performance expected to start March/April 2016.
The consultant shallbe in charge of all matters as detailed in the Terms of Reference (TOR) that are stated under the scope of the assignment below.
- Objective of the Assignment
i. To review and finalize the draft statistics regulation that is being prepared to support the implementation of theStatistics Act and develop policies and guidance for providers, producers and users of statistical information in South Sudan.
ii. The finalization will including translating the document from the layman's language into a legislative language.
iii. To ensure that the proposed regulations:
a. NBS, MDAs and other agencies producing official statistics comply with preconditions set out in the proposed Statistics Act,
b. Are consistentwith the purpose and intent of the proposed Statistics Act the Constitution of the Republic of South Sudan.
iv. To ensure legal aspect of the South Sudan's proposed Statistics law is in tandem with international best legal statistical practices.
- Scope of Service
The Legal Consultant shall do everything necessary to assist the NSDS to achieve the above-stated objectives; and in so doing, shall carry out all necessary tasks, including but not necessarily limited to the following:
- Reviewing and finalizing the draft South Sudan Statistics Regulations and translating the document from layman's language into legal language,
- Working in a close consultation South Sudan legal institutions to ensure the regulations are in compliance with South Sudan's legal system ,
- Participating in Consultations with MDAs and other key stakeholders and facilitation of meeting and workshops aimed at ensuring the stakeholders' ownership of the preparation and implementation of the legal reform process in the statistics sector.
- Selection Criteria:
The candidate should have following qualifications and experience:
(a) Holds at least a Bachelor degree in Law, Public Policy, Statistics or other relevant field);
(b) Has a minimum of eight years of direct relevant experience in public policy, law or legislation, or legal assignment similar to the current activities;
(c) Demonstratessignificant experience in drafting legal documents for public institutions;
(d) Demonstrate strongcommunication and reporting skills, both orally and in written English;
(e) The consultantmust be much aware about international statistical capacity developments initiatives in Africa region and in the World in general.
The NCT of the National Bureau of Statistics would therefore like to invite eligible individual applicants to indicate their interest in providing the above mentioned services. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011 ("Consultant Guidelines"), setting forth the World Bank's Policy on conflict of interest
A Consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011.
