STP Coastal Areas Resilience and Sustainable Tourism Project REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION) Sao Tome and Principe STP Coastal Areas Resilience and Sustainable Tourism Project: P180982 Assignment Title: Pilot feasibility study for the collection, separation and recycling by pyrolysis of solid plastic waste Reference No. (as per Procurement Plan): 39/C/COMP2/WACA+/2024 The Government of the Democratic Republic of S. Tomé and Príncipe has received financing from the World Bank toward the cost of the STP Coastal Areas Resilience and Sustainable Tourism Project, and intends to apply part of the proceeds for evaluate the economic, social and environmental viability of a pilot project to pyrolyze plastic waste in the district of Lobata in São Tomé and Príncipe.
The specific objectives of this consultancy are to: i) characterize the context and general requirements for a pyrolysis pilot for plastic waste in the defined area. ii) review and evaluate available pyrolysis technologies (including technical, financial and operational aspects). iii) propose a set of the most suitable options, considering socio-economic and technical feasibility and social and environmental safeguards. iv) draw up the design concept for a small-scale pyrolysis plant, including technical, financial and operational considerations, social and environmental provisions and community collection of plastic waste.
The detailed Terms of Reference for the task, can be consulted by contacting the following email addresses: waca.procurement@afap.st or/and climatechangep@yahoo.com.br The Project Implementation Agency (Agência Fiduciária de Administração de Projetos AFAP) invites eligible consulting firms (“Consultants”) to express their interest in providing such services. Interested firms (offices/companies) must provide information demonstrating that they have the relevant qualifications and experience (leaflets, brochures, execution of similar contracts, experience of work in the region, etc.), which indicates that they are qualified to perform these services.
The criteria for the short list are a) the overall experience of the firm/office/company, b) the technical and managerial capacity of the office and c) similar work carried out by the same firm/office/company. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised in October 2017, August 2018 and November 2020 and september 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. The Consultant will be selected using the Consultants Qualifications-based Selection (CQS) as defined in the Procurement Regulations.
