REGIONAL STATISTICS PROJECT - SADC REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – INDIVIDUAL CONSULTANT) COUNTRY: São Tomé e Príncipe Project Name: Regional Statistics Project - SADC Loan Number/Credit Number: IDA-E1890 Description: Recruitment of an International Consultant – IOF Support for the Development of the Data Collection Application (CAPI) and Monitoring of Fieldwork Referência N.º 53/C/PER-STP/2026 The Government of São Tomé and Príncipe (GoSTP) has received a grant from the International Development Association (IDA) Donation to cover the cost of the Regional Statistics Project - SADC and intends to apply part of this grant to consultancy services for the Recruitment of an International Consultant – IOF Support for the Development of the Data Collection Application (CAPI) and Monitoring of Fieldwork to support the National Statistics Institute (INE).

The specific objectives of this consultancy are: Development/parameterization and evolutionary/corrective maintenance of the IOF data collection application (CAPI), including testing, version control, and preparation of installation/update packages; Technical support to fieldwork, ensuring rapid response to incidents and monitoring implementation in the districts, with a focus on data quality, synchronization, and operational performance Therefore, the Agência Fiduciária de Administração de Projetos (AFAP) invites qualified consultants to formalize their applications, attaching a Letter of Intent addressed to the General Director of AFAP, Curriculum Vitae, Copy of ID, and proof of training, experience in similar work, etc.

The selection criteria are as follows: • University degree in Computer Science, Computer Engineering, Information Systems, Statistics/Computer Science, or related fields. • Proven experience in development/parameterization of data collection applications (CAPI), preferably for surveys/censuses. • Experience with one or more platforms/tools: CSPro/CSWeb. • Solid knowledge of databases, data validation, and quality best. The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank's "Procurement Regulations for IPF Borrowers", February 2025 ("Procurement Regulations"), which sets out the World Bank's policy on conflict of interest.
