  • The Government of the Republic of South Sudan (GoRSS) through the Ministry of Finance and Economic Planning (MoFEP) and the Local Government Board (LGB) has received a grant for Project Preparation Advance towards preparation and implementation of the Local Governance and Service Delivery (LGSD) Project. The LGSD Project will be financed by the World Bank, International Development Association as well as a number of bilateral donors including Denmark, Netherlands, Norway and Sweden. The MoFEP intends to apply part of the proceeds for the payment for the services of the SeniorSafeguard Specialist (SSS).
  • The Project objective is to improve local governance and service delivery in participating counties in South Sudan and it will comprise of four components: (i) blockgrants to counties for Payam Development; (ii) community engagement; (iii) institutional strengthening; and (iv) Project Management Support.
  • Interventions under Component 1 are designed to improve local publicand economic infrastructure, including the construction and repair ofwater points, haffirs, flood protection structures, local roads, primary health care centers, primary schools, sanitation programs, public market places, livestock dips and small-scale irrigation schemes. Subprojects are expected to generate limited and localized adverse environmental impacts to the nearby biophysical environment. The GoRSS has prepared an Environmental and Social Management Framework (ESMF) to ensure that environmental due diligence is integrated into the local development investment cycle.
  • Responsibilities: The Senior Safeguard Specialist shall work in the Project Management Unit and s/he will have responsibilities including: Oversee theimplementation of ESMF of the LGSDP; Develop and implement a detailed safeguards training programme; Develop, implement and monitor environmental and socialsafeguards tools such as the Environment and Social Impact Assessmentand Environment and Social Management Plan as necessary and undertakeall the other specific tasks detailed in the Terms of Reference (TOR)that will be provided upon submission of application (in person or byE-mail).
  • Duration:The assignment will be for a period of twelve (12) months with a possibility of extension subject to satisfactory performance.
  • Selection Criteria: The selection shall be based on qualification, experience and skills of the candidate and followed by an interview.

The qualification, experienceand skills should include: Advanced degree in Environment Policy/Planning, Environmental and Social Management or other related fields; Minimum of 8 years work experience in environmental and social impacts management; Previous experience with social and/or environment safeguard issues in World Bank funded projects is desirable.

Work experience in South Sudan and/or a similar developing fragile country will have an added advantage.

  • The Ministry of Finance and Economic Planning now invites eligible Individual Consultants to indicate their interest in providing the above mentioned services. Interested consultants must provide information indicating that they are qualified to perform the Services and furnish the Curriculum Vitae (CV) in the prescribed form that will be provided with the TOR upon submission of application (in person or by e-mail at the address given below).
  • The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011 ("Consultant Guidelines"), setting forth the World Bank's Policy on conflict of interest.
