Project ID No. P 177158

The Democratic Republic of Sao Tomé & Principe has received financing in the amount of US$ 21,000,000 equivalent from the World Bank toward the cost of the Digital Sao Tome and Principe Project, and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project.

The project will include the following three main components: Digital Access, Enablers for Digital Service Delivery and Housing and Population Census.

Component 1 - Digital Access - This component will focus on supporting wider access and adoption of broadband through financing for the connection of the Island of Príncipe to the international submarine cable network and broadband market reform.

This component will support:

  • Technical Assistance to review, update, and significantly strengthen governance of the wholesale and retail market segments to ensure open access and fair competition.
  • International connectivity to Príncipe. The infrastructure will be designed to adapt to the specific climate risks present in the small island context of STP. This will include long term asset maintenance and sustainability planning to help mitigate climate risk.
  • Transaction advisory services for a public-private partnership (PPP) investment mechanism. Component 2 - Enablers for Digital Service Delivery - This component will aim to boost Sao Tome and Principe’s capacity for secure digital public service delivery.

This component will aim to increase the capacity of the STP for a digital public service provision through:

  • Technical Assistance to update Legal advisory services to support the revision, development and introduction of legal and regulatory frameworks related to cybersecurity and cybercrime, data sharing and electronic transactions.
  • Technical Assistance to develop national strategies, policies and governance frameworks for data management, a coordinated national strategy on CR and digital ID, and overall cybersecurity and critical infrastructure protection in STP.
  • Technical Assistance to DGRN for designing and integrating ID and CR systems, strategy, and operational plans for public key infrastructure (PKI) and an authentication platform.
  • Strengthen STP’s cybersecurity capabilities by supporting incident response and management through the establishment of a first, basic national Computer Emergency Response Team (CERT) and Security Operations Center (SOC).
  • Purchase of IT systems and platforms to DGRN, AGER, INIC and DITEI. Component 3 - Housing and Population Census - This component will support the preparation and implementation of the 2023 Housing and population census.
  • Update of cartography on the digitized geographic database containing the topographic map at 1/25,000, roads, localities, the hydrographic network, villages and the boundaries of the districts and regions.
  • Technical assistance for the post-census coverage surveys.

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (November 2020) (Procurement Regulations) and is open to all eligible firms and individuals as defined in the Procurement Regulations. After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection.
