CONSULTING SERVICES:
DEVELOPMENT OF AN INFORMATIC SYSTEM FOR VALUE-ADDED TAX (VAT) MANAGEMENT

The Government of the Democratic Republic of São Tomé and Príncipe has received from the International Development Association toward the cost of the projects managed by AFAP, and intends to apply part of the proceeds for the Development of an Informatic System for Value-Added Tax (Vat) Management.
The firm to be hired will be responsible for the programming of computer codes, preparation of technical manuals and training of users under the coordination of the heads of the Tax Directorate (DI) of the Ministry of Planning, Finance and Blue Economy (MPFEA), in coordination with the IMF expert.
The system must contain the following features and/or modules:
Registration of taxpayers
Invoice capture
VAT taxpayer checking account
Payment and refund
Tax return and reporting ancillary information
Collection
Crossing of information
Statistics and reports
The Project Administration and Fiduciary Agency (AFAP) having the status of a projects implementing agency that handles funding from the World Bank now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
Work experience of more than 5 years in the tax field;
At least two similar work on the development of informatic system for tax in the last years;
Good knowledge and working experience with VAT;
Mastery of Portuguese language, written and spoken.
Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016 and revised in November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality and Cost based selection (QCBS) method set out in the Procurement Regulations.
