GENERAL PROCUREMENT NOTICE

COUNTRY: DEMOCRATIC REPUBLIC OF SAO TOME AND PRINCIPE

PROJECT : POWER SECTOR RECOVERY PROJECT

Project ID No. P157096

The Democratic Republic of Sao Tome and Principe has received financing in the amount of US$ 16,000,000 equivalent from the World Bank toward the cost of the Power Sector Recovery Project, and it intends to apply part of the proceeds to payments for goods, works, related services, consulting services and training to be procured under this project. This project will be jointly financed by the European Investment Bank.

The purpose of the Grant is to increase renewable energy generation and improve the reliability of the electricity supply.

The Project will include the following four components: Support to institutional reform and sector planning, strengthening operational performance and governance of EMAE, Investing in enhanced reliability of electricity generation, transmission and distribution, and project implementation support.

  • Support to institutional reform and sector planning.
  • Reinforcement of the power sector regulatory agency (AGER).
  • Recruitment of international expertise to strengthen AGER in:
  • Organization of the regulation function;
  • Training staff working on energy sector regulations;
  • Prepare the procedures for interaction between the MINRE, EMAE, AGER and potential private investors.
  • Development of an integrated Least Cost Power Development Plan
  • Recruitment of external technical assistance to carry out the preparation of a Least Cost Power Development Plan (LCDP) to define the investments needed in all segments of the electricity supply chain of Sao Tome and Principe;
  • Electricity Demand Forecast for Sao Tome and Principe
  • Recruitment of international expertise to prepare the Electricity Demand Forecast study for Sao Tome and Principe. This study will review and establish the annual load growth forecast for the EMAE power system.
  • Tariff study
  • Recruitment of international expertise to prepare the Tariff Study.
  • Strengthening operational performance and governance of EMAE.
  • Installation of a new Management Information System at EMAE
  • This subcomponent support the purchase and installation of a new MIS, which will include a commercial management system, an integrated distribution management system, and an enterprise resource planning system to make the development of process and activities in all business area more efficient, transparent and accountable;
  • Preparation of a Management Improvement Plan for EMAE
  • Recruitment of technical assistance to prepare a MIP for EMAE.
  • Revenue Protection Program
  • Purchase and installation of 19,000 meters and 170 statistical meters.
  • Gender-sensitive community engagement and outreach campaign
  • Recruitment of one Non-governmental Organization to develop a gender-sensitive community engagement and outreach campaign working to engage both men and women at the household level.
  • Investing in enhanced reliability of electricity generation, transmission and distribution.
  • Rehabilitation of Contador hydropower plant and operations and maintenance support program.
  • Technical assistance to prepare a Feasibility Study for the rehabilitation of the Contador Hydropower Plant;
  • Works for the rehabilitation and expansion of the Contador Hydropower;
  • Technical assistance for the supervision of works;
  • Rehabilitation of a key components of Contador medium voltage evacuation line
  • investments on the electricity network to ensure increase reliability of the MV network for the evacuation line from Contador to Sao Tome as well as implementation of a network protection study;
  • Technical assistance for the supervision of works;
  • Technical assistance to prepare the Safeguards documents.
  • Low voltage network rehabilitation
  • Rehabilitation of target areas of the low voltage network by replacing existing infrastructure;
  • Technical assistance for the supervision of works.
  • Project Management

This sub-component will finance project audit and operating costs associated with project implementation.

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-consultancy Services under IBRD Loans and IDA Credits and Grants by World Bank Borrowers dated January 2011, revised July 2014 and are open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers dated January 2011, revised July 2014; and the provisions stipulated in the Legal Agreement; and Guidelines on Preventing and Combating Fraud and Corruption in Projects Financed by IBRD Loans and IDA Credits and Grants, dated October 15, 2006 and revised in January 2011.

Specific procurement notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in World Bank external website, UN Development Business online, and www.min-financas.st.
