Request for Bids Goods (Two-Envelope Bidding Process) Country: São Tomé and Príncipe Name of Project: Access to Clean Resilient Electricity (ACRE) under the ASCENT Regional Program – Multi Programmatic Approach (MPA) Contract Title: Supply, Installation, Training and Commissioning of the New Management Information System (MIS) for EMAE Grant No. E259-ST-IDA RFB Reference No.: 45/G/ACRE/2025 The Democratic Republic of São Tomé and Príncipe has received a financing from the World Bank toward the cost of the Access to Clean Resilient Electricity (ACRE), and intends to apply part of the proceeds toward payments under the contract for Supply, Installation, Training and Commissioning of the New Management Information System (MIS) for EMAE: • Lot 1.: Supply and implementation of a MIS

• Lot 2.: Supply and implementing ICT Infrastructure

The Agência Fiduciária de Administração de Projetos (AFAP) now invites sealed Bids for Supply, Installation, Training and Commissioning of the New Management Information System (MIS) for EMAE. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” September 2025 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings apply for Rated Criteria (including technical and non-price factors): 70% and for Bid cost: 30%. Interested eligible Bidders may obtain further information from Agência Fiduciária de Administração de Projetos (AFAP) and inspect the bidding document during office hours 08:00 to 16:00 at the address Edifício do Afriland First Bank – 2º Andar – Avenida Kwame Nkruma, Número do andar; 2, City: São Tomé, P.O Box: 1029, Country: São Tomé and Príncipe, Telephone: 00 239 2225205, E-mail: dg.procurement@afap.st, aels.procurement@afap.st. The bidding document in English may be obtained by interested eligible Bidders upon submission of a written request to the following email addresses: dg.procurement@afap.st and aels.procurement@afap.st. Bids must be delivered at the address above on August 28, 2026 10:00 a.m, Local São Tome Time. Electronic bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID,” and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on August 28, 2026 10:05 a.m, All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening. All Bids must be accompanied by a “Bid Security” in the amount of US$ 50,000.00 (fifty thousand United States dollars) for Lot 1 and US$ 50,000.00 (fifty thousand United States dollars) for Lot 2. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
