Define roles, responsibilities, and mechanisms for data governance implementation, monitoring, and enforcement;
Define a clear roadmap and action plan to implement the Data Strategy, identifying key activities, timelines, responsible entities, and resource requirements;
and another, as defined in the ToR. DSTP invites qualified consultants to express their interest in providing the aforementioned services. Interested consultants must provide information demonstrating that they have the required qualifications and relevant experience to perform the services. Applicants must have adequate technical capacity and must meet at least the following eligibility criteria: • Research or practice experience in data strategy development, data governance and data management in Sub Saharan Africa. • Familiarity with international trends, good practices, and standards in data strategy development and implementation. • Strong analytical and research skills, with the ability to assess existing data management practices and recommend improvements. • Experience working with government entities and an understanding of the specific challenges faced in Sub-Saharan African countries. • Experience in legal and regulatory frameworks related to data protection and privacy an asset. • Stakeholder engagement abilities, including the facilitation of workshops and interviews. • Fluency in written and spoken Portuguese. All deliverables must be in Portuguese. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
