CONSULTING SERVICES:

Technical Assistance to modernize and harmonize legal and regulatory framework of the energy sector

The Government of the Democratic Republic of Sao Tome and Principe has received financing from the International Development Association (IDA) for financing Power Sector Recovery Project (PSRP), and intends to apply part of the proceeds for consulting services.

The consulting services (“the services”), to be implemented from February to July 2018 include:

• Definition of the ruling entity´s (AGER) role on the institutional framework to the power sector and development of the AGER internal governance bodies;

• Preparation of the Strategic Plan for the regulatory activities;

• Upgrading the legal regimen of the Power sector;

• Development of a compliance plan and follow-up to the power sector;

• Development of the organizational bodies and staffing with the job descriptions and work plans as well as a Training plan at national level and abroad;

• Run the tariff study and develop a tariff model for a five years period;

• Restructuring the consumers categories in order to better reflect the cost of supply and the Government social objectives.

The Project Administration and Fiduciary Agency (AFAP) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the above Services.

Interested Consultants should provide information demonstrating they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:

• Must have at least 6-years-experience in the field of Power development plans and on regulation issues;

• Must have at least 2 similar contracts in the last 5 years.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers dated January 2011, revised July 2014 and the provision stipulated on the Financial Agreement for the Power Sector Recovery Project (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.

A Consultant will be selected in accordance with the Quality Cost Based Selection (QCBS) method set out in the Consultants Guidelines.
