CONSULTING SERVICES:
TECHNICAL ASSISTANCE TO PREPARE THE NETWORK PROTECTION FOR SAO TOME AND PRINCIPE
REFERENCE Nº 09/C/PSR/2017
The Government of the Democratic Republic of Sao Tome and Principe has received financing from the International Development Association (IDA) toward the cost of the Project Power Sector Recovery (PSR), and intends to apply part of the proceeds for consulting services.
The consulting services (“the services”), to be implemented between February to July 2018 include:
· Conduct the following studies for the STP network:
- Load Flow Analysis
- Short-circuit Analysis
- Network Sensitivity Analysis
- Voltage Stability Analysis
- Frequency Stability Analysis
- Phase-angle Stability Analysis
- Using results from the studies above, design a protection scheme (PS) for the system network such that the relays to be provided operate within a pre-determinate hierarchy when fault intervention is required.
- Recommend required system upgrades and prepare budgetary cost estimates for associated equipment needed.
- Help the Management of EMAE (National Electricity and Water Company) reviewing the existing set up of the protection division of EMAE, if any, with the objective of strengthening staff competencies, management and operational skills, build effective approaches and practices that ensures adequate performance of the division.
The Project Administration and Fiduciary Agency (AFAP) now invites eligible consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
- Professional Electric Power Systems Engineer with specialization in Protection, Control and Stability;
- Experience in computer–based system planning and protection studies, protection scheme design and relay maintenance
- Must have a minimum of bachelor´s degree in Electrical Engineering
- Is required 10 years’ post-graduation experience.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers dated January 2011, revised July 2014 and the provision stipulated on the Financial Agreement for the Power Sector Recovery Project (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the Consultants Guidelines.
