Preparation of national tuna fisheries development and management plan

SEYCHELLES FISHING AUTHORITY | Country: | Seychelles | Name of Project Implementation: | Third South West Indian Ocean Fisheries Governance and Shared Growth Project (SWIOFish3) | Project No. | P155642 | Name of Consulting Assignment: | Seychelles National Tuna Development and Management Plan The Seychelles archipelago is a focal point for tuna fishing and related activities in the Indian Ocean with an EEZ covering a surface area of more than 1.3 million km². This sizeable marine space is a rich fishing ground, which includes the migratory routes of important large pelagic tuna and tuna like species where a total of about 70,000 metric tons of tropical tuna are caught. This gives agents of distant water fleets the incentive to engage in agreements that grant them authorized access to fish within the Seychelles’ jurisdiction. As such, tuna fisheries represent a key economic driver providing important revenue, jobs, food security, and foreign exchange to the country. In recent years, concerns have grown over the long-term sustainability of the Indian Ocean’s tuna stocks. Currently, the guiding principles for the fisheries sector is the Seychelles Fisheries Policy and Strategy 2019 with the overall goal of providing effective, efficient, transparent, and accountable service delivery. In addition, there is the Fisheries Comprehensive Plan 2019 produced by the Ministry of Fisheries and Agriculture to guide the future actions and spearhead the development of the fisheries sector for the next three years. Given that this plan lapsed in 2021, this national tuna development and management plan presents a new vision for the future with goals and objectives for the Seychelles tuna fishing industry and all fisheries-related activities. Presently the development of the Seychelles tuna fishing industry lacks clear strategies (e.g. concerning development pathways for foreign vessels access agreements versus policies for domestication). Whilst maintaining the same level of access agreement, the domestic fleet both of foreign origin is expanding exponentially straining the available resources. This in itself results in conflicts between resource users in various subsectors of the industry. The assignment will assess existing access agreements and present options for maximizing economic benefit from those agreements whilst at the same time provide policy options for either mutual co-existence or a transition from access agreement towards domestication of the tuna fishing industry. The main objectives of the assignment are to: • To identify 10-year development pathways and prepare a development plan for the Seychelles tuna-fishing and post-harvest sectors, in line with the fisheries policies in place and with best international standards, informed by biological, social, and economic analyses and taking into consideration the development aspirations of relevant stakeholders. • To develop a 5-year Seychelles sustainable tuna management plan in-line with stock status, IOTC Conservation, and Management Measures, including the current IOTC YFT rebuilding plan and national policies and ocean governance such as Marine Spatial Plan. For this assignment, SFA is seeking a firm with the following profile and specific qualifications: • Company profile demonstrating at least 10 years proven experience in the fields of fisheries development, assessment and management. • Company profile demonstrating proven experience in assessing strengths and weaknesses, designing development and management plans, and determining resource rent with previous experiences in fisheries sector advantageous. • Understanding of the inner workings of both regional and local tuna fisheries and industry. • The Company will comprise experts holding the following qualifications and experience: • Key expert 1: Master’s degree in fisheries science, or equivalent, with at least 7 years of proven experience in fisheries development, assessment, and management. • Key expert 2: Master’s degree in economics with at least 7 years of proven experience in economic planning, natural resource economics or social sciences. • Key expert 3: Master’s degree in statistics or econometrics with at least 7 years proven experience in quantitative data analysis. • Key expert 4: Master’s degree in law or policy development with at least 7 years proven experience in maritime or fisheries legislations. • Key expert 5: Master’s degree in media and communication, education or related fields, with at least 7 years proven experience in developing education and awareness campaign for natural resources management. • Non-key experts with administrative, logistical, and backstopping functions • Local expertise recruited to the team as key or non-key experts would be advantageous. • Key experts should possess: • Strong analytical, report writing, oral communication skills and ability to work with minimal supervision. • Excellent interpersonal skills for interacting with government and other stakeholders, and in facilitating stakeholder engagement. • Full proficiency in English is a requirement and working knowledge of French and Creole would be advantageous. • Experience with working in Seychelles and/or the Western Indian Ocean region. • Previous experience in developing fisheries management and development plans would be advantageous. Seychelles has well-developed fisheries monitoring systems, which can generate robust datasets that are widely used for stock assessment and deriving statistics for management. However, the monitoring systems and their reporting outputs are fragmented and information is not disseminated in user-friendly formats. Consequently, basic fisheries information remains out of the public domain or difficult to access in Seychelles. Without such information, the quality and credibility of decision-making can be undermined, while the prospect of effective oversight and accountability diminishes. Fisheries information management systems (FIMS) are now applied in many fisheries contexts in an effort to improve access to information. The purpose of FIMS is to provide online access to fisheries data to everyone. SFA FIMS main purpose is to provide access to processed fisheries data and summarised administrative data to anyone with the required access rights. Currently SFA published a Statistical Report on its website on a bi-annual basis. FIMS will allow SFA to publish the same data from the report in a timelier manner. FIMS will be updated with processed data as when the data is processed for the different fisheries. The users will be able to use available online queries to query FIMS to obtain their desired output in forms of table, graphs, maps and dashboard as required. No data entry will be performed directly in FIMS. Data from various SFA data management system will be updated into FIMS using automatic data extraction script or other tools design by the consultant under this project. The objective of the assignment is:To develop a fully functional fisheries information management system (FIMS) that provides access to fisheries sector information and reporting functionality according to a range of stakeholders needs. Preparation of management plans for sustainable use marine protected areas

MINISTRY OF AGRICULTURE, CLIMATE CHANGE AND ENVIRONMENT | Country: | Seychelles | Name of Project Implementation: | Third South West Indian Ocean Fisheries Governance and Shared Growth Project (SWIOFish3) | Project No. | P155642 | Name of Consulting Assignment: | Development of Management Plans for sustainable use areas (MSP Zone 2) | Contract Duration | 15 months, lump-sum The Seychelles Marine Spatial Plan (MSP) Initiative was initiated in 2014 and is a process that is focused on building resilience and sustainable use of marine ecosystems at the scale of the entire Exclusive Economic Zone (EEZ). The overall goal for the MSP Initiative is to develop an integrated marine plan to optimise the sustainable use and effective management of Seychelles’ marine environment while improving the social, cultural and economic wellbeing of its people. The MSP Initiative is a Government-led process, with planning and facilitation by The Nature Conservancy (TNC). In order to develop a comprehensive marine plan, the process enables input from a diverse array of stakeholders, encompassing commercial fishing, tourism and marine charters, biodiversity conservation, renewable and non-renewable energy, and maritime transport, safety and security authorities. The plan has identified zones for marine protection that meet high and medium biodiversity objectives (15% of the EEZ each in each zone). The former zones are designated as no-take marine protected areas (MPAs), where extractive uses are prohibited, while the latter zones will be designated as sustainable-use MPAs where economic use and extraction will be regulated to meet conservation objectives. In February 2018, the first phase of the process was completed with the creation of two new protected areas covering a total area of more than 15% of the EZZ, some 200,000 km2. In April 2019, Milestone 2 was completed with 26% of the EEZ then designated as protected areas. In March 2020, Milestone 3 was achieved and the goal of gazetting 30% of Seychelles’ marine environment for conservation or sustainable-use was met. As part of the MSP process a list of allowable activities (Annex 1) is being developed with the stakeholders that will help guide the sectors that will operate in the protected areas. The allowable activities will constitute the initial, baseline set of management measures to be integrated in each MPA management plan, and will be transposed into legally enforceable regulations. As implied, the allowable activities determine what economic or recreational activities can occur in an area (e.g. types of fishing gears), rather than specifying the levels of use (e.g. how many fishing gear units). Levels of use will largely be determined from sector-use plans, from which measures will feed into protected area plans. The goal of this assignment is to prepare management plans s for a pre-determined set of sustainable-use marine protected areas that will enable for a cost-effective and replicable transition from protected area designation to implementation across MSP zone 2 areas. The Third South West Indian Ocean Fisheries Governance and Shared Growth Project (SWIOFish3) is part of the broader SWIOFish program launched by the World Bank in February 2015, which adopts a regional and long-term approach to supporting the South West Indian Ocean countries in sustainably developing their fisheries sector. In Seychelles, SWIOFish3 is supporting the expansion of sustainable-use marine protected areas and improved management of priority fisheries, which includes support towards the implementation of the MSP and sustainable management of the EEZ. Subsequently, the country has been striving to advance its blue economy agenda both nationally and internationally, through an inclusive approach, which stresses on the involvement of all members of society. Increased gender balance can be deemed as a favourable condition for achieving shared prosperity which is labelled as a strategic priority in the Blue Economy Roadmap. Consequently, there is a need to determine the status quo and identify opportunities and challenges for addressing gender issues in Seychelles’ blue economy space. Such an exercise would enable the Government to make data-driven decisions and to develop gender-sensitive strategies and plans that will underpin the implementation of the Roadmap. Consulting services are therefore sought for an assignment under the Project that aims to establish the current gender status and related issues in the Blue Economy field, and to subsequently formulate appropriate recommendations for policies to ensure equal opportunities in the sector. The specific objectives are to; • Employ the most appropriate research methodologies to carry out a nationwide survey that will inform relevant authorities on the current gender status, identify potential gender gaps and drivers of such gaps in the blue economy space and its potential implications. • Make inferences and formulate recommendations based on the survey results in order to empower relevant authorities to make data driven decisions, especially with regards to strengthening participation in the country’s blue economy and increasing gender balance and opportunities in the blue economy space for the overall advancement of the blue economy agenda. Socio-economic impact assessments for fisheries management measures

SEYCHELLES FISHING AUTHORITY Request for Expression of Interest | Country: | Seychelles | Name of Project Implementation: | Third South West Indian Ocean Fisheries Governance and Shared Growth Project (SWIOFish3) | Project No. | P155642 | Name of Consulting Assignment: | Socio-economic impact assessment of the Mahé Plateau trap and line fishery co-management plan Demersal finfish species are of fundamental importance to the economic and social wellbeing of the inhabitants of Seychelles with most catches retained for local consumption and the associated artisanal fisheries reserved for local participants. The Mahé Plateau line and trap fishery for demersal finfish is the most important domestic fishery by value and volume and contributes significantly to food security and employment. There are growing concerns over sustainability of the fishery, marked by declines in catch and catch rates, a drop in the average size of fish caught, and a need for fishers to venture further to new fishing areas to maintain catches, placing financial strain on commercial fishing activities. Fishers, processors, research scientists and fisheries managers have voiced their concerns over the state of the resource and have urged intervention to ensure the long-term sustainability of the resource. To address some of these concerns the Mahé Plateau Trap and Line Fishery Co-management Plan (the ‘Plan’) was developed following considerable stakeholder consultations and was gazetted for implementation in 2020. The Plan identifies measures to ensure sustainability of fisheries resources and to address access to the fishery, whilst advocating for shared responsibility between government, resource users and other stakeholders in managing the resource, with a phased approach to its implementation. The introduction of new management measures to a fishery is likely to bring about a range of socioeconomic impacts, such as changes to levels of income and employment. However, such information was not available at the stage of Plan preparation. In order to promote compliance and ensure that short-term impacts are not perceived to outweigh the longer-term benefits envisioned by the Plan, it is therefore important to quantify impacts resulting from the measures and to disentangle them from impacts arising from other sources. The economic viability and the social context of fisheries have an important impact on sustainable use and the responses of fishers to management. At present, socio-economic information is not well integrated in fisheries monitoring. Therefore, the results of this study will be used to develop monitoring systems for the fishery that can be used for timely understanding or prediction of the imports from changes in management or the status of the fishery. To determine the socio-economic impacts of Plan and to augment understanding of the demersal fishery, the Seychelles Fishing Authority is now recruiting an individual consultant to undertake this assignment. The objectives of the assignment are to; • Conduct a socio-economic impact assessment (SEIA) to determine both direct and indirect impacts of the new measures under the management plan. • Develop a sensitivity analysis featuring pessimistic, realistic, and optimistic scenarios that could serve as a basis to examine future changes in measures. • Evaluate stakeholder perceptions that may affect compliance with the measures. • Determine mitigation strategies to reduce the adverse effects of the measures. The fishery initially developed slowly, with 4 to 11 vessels operating, until the last decade, when the Government established a fishery investment fund. In 2020, 35 vessels were active, resulting in a total catch of 1456 MT. Development of the semi-industrial fishery has faced a number of challenges, including export market regulations of heavy metal content, the effects of Somali piracy and depredation by marine mammals of line-hooked fish. The fishery now faces its most significant challenge in that the Indian Ocean yellowfin tuna stock is overfished and subject to overfishing. As a result, the main markets for yellowfin tuna are increasingly raising concerns regarding the sustainability of the Indian Ocean fisheries. To enable the fishery to address this and other challenges, and to transition to best practice for sustainability, stakeholders have expressed an interest in undertaking a pre-assessment against the Marine Stewardship Council (MSC) standard. MSC certification is undertaken by Unit of Certification (UoC), which is defined by target species, gear and area; a full certification assessment is conducted by an MSC-authorized conformity assessment body (CAB). In the context of the Seychelles longline fishery targeting tuna and swordfish, a Risk Based Framework (RBF) may be required, which applies to data-poor fisheries in developing countries and entails in-country consultations with local stakeholders over an extended timeframe. However, fisheries sector policies, programs and projects are currently predominantly funded through the EU/Seychelles Fisheries Protocols under the Sustainable Fisheries Partnership Agreement and the Overseas Fishery Cooperation Foundation of Japan (OFCF) through Japan International Cooperation Agency (JICA). In 2014, a study based on a bio-economic model recommended that certain types of subsidies, notably fuel, could be phased out to support a transition to a sustainable artisanal fishery. This was followed by another study in 2017 to review subsidies allocated to the artisanal fisheries sector. However, this study did not quantify all public support to the fisheries sector and did not address other fishery sub-sectors. In 2019, the Fisheries Policy of 2014 was revised and there is now intensifying efforts to better regulate the fisheries to ensure that they remain an important economic activity that will continue to contribute to food security, livelihoods and conservation of fisheries resources. It is understood that in order for this to happen several factors need to be addressed. These include, but not limited to: • Reassessment of all subsidies in order to address subsidy dependency in this sector; • Reinforcement of mechanism for accountability and good governance; and • Improvement of socio-economic sustainability in resource-use and domestic developments Public support for developing production sectors should be timely, targeted and temporary as its effect on public budgets and obligations can be significant. Too often, the type of support given is poorly coordinated with resource management policies, or even with solid plans for socio-economic development of the sector. Therefore, it is important to show the link between support given and other Government expenditure with regards to sustainable resource management and economic development strategies, especially when the aim is to strengthen the fisheries sector. The use of public finance should be based on clear evidence that real and lasting benefits for fishing communities, the industry and economy are realized and should identify the best support tools needed to achieve policy objectives. Over the years, the sea cucumber resource has been assessed to better understand the status of the stock as well as to better inform the management measures. The first fisheries independent stock assessment was carried out by SFA in collaboration with FAO, between 2004 and 2005. Two other assessments were undertaken in 2014 and 2017 using catch and effort data collected from licensed vessels logbooks. The results from all these assessments were used to inform the current management measures. One of the recommendations of the last fisheries dependent assessment in 2017 was the need to undertake a new fisheries independent stock assessment survey to inform specification of management measures. However, one constraint identified within the SFA is the lack of technical expertise to design a fishery independent resource assessment survey for the fishery. The planning of such a survey is imminent and a major component of the survey will be capacity building to ensure the transfer of expertise and the replicability of the survey in the future. The outcomes of the survey will be used to provide recommendation towards the next steps in the development of new management measures for the sea cucumber fishery, hopefully leading to an enhanced stock recovery to a more sustainable level. The assignment will focus on designing a statistically robust fishery independent survey, including the sampling and site selection methodology. In addition, the consultant will be responsible for undertaking the survey data analysis, interpretation of the survey results and provide research recommendations and management advice. National harvest strategy policy frameworks, which have been adopted in a number of jurisdictions, are founded on the precautionary principle and ensure that harvest strategies address risks of overfishing regardless of data availability and the levels of uncertainty regarding the state of stocks. In recent years, significant advances have been made in developing tools and approaches for applying harvest strategies in data-limited fisheries. Adoption of a national policy for implementing harvest strategies would serve to strengthen fisheries management planning in Seychelles. Moreover, such a policy will underpin the implementation of fisheries management in sustainable-use marine protected areas since harvest strategies allow for defining ‘sustainability’ indicators for ecological, social and economic fisheries objectives, and can be used to examine trade-offs and to define acceptable levels of risk. Therefore, a national harvest strategy policy would provide for minimum standards to be applied as fisheries management plans proliferate to cover zones created by the marine spatial planning as well as ensuring coherence in approach across all fisheries management areas and plans. Development of the Plan was informed by the results of several assessment methods, including a risk assessment to identify species that were most vulnerable to fishing, standardization of catch-per-unit-effort as an index of abundance, and the application of the catch only method and surplus production models to estimate biomass and maximum sustainable yield. The Implementation Committee for the Plan recognize the need to undertake a new assessment to inform specification of management measures. The assignment will focus on updating the standardized CPUE series for key species/species groups to incorporate additional predictor variables, and will carry out stock assessments using applicable methods to derive estimates of biomass and biological reference points for estimation of stock status. SFA have also recognised the potential for exploring an age-structured biomass dynamic model for the most important species of the fishery (Lutjanus sebae) using a time series of size data and age-length key.
