  • The Ministry of General Education and Instruction of the Government of South (GOSS) has received financing from the World Bank to wards the cost of implementation of project title: Building Skills for Human Capital Development in South Sudan (BSHCDSS). Based on aforementioned, MOGEI is seeking to use a portion of the proceed of the funds to finance the position of the Gender based Violence (GBV) Specialist on contract basis.
  • Objective of the Assignment: The Overall Objective of this position is to support GBV Risk Management Requirements including additional indentification, prevention, risk mitigation, and response to GBV risks, including Sexual Exploitation and Abuse and Sexual Harassment (SEA/SH), related to project implemetation.

The specific objectives of the GBV Specialist's mandate are as follow:

  • Identify GBV/SEA/SH risks linked to implementation of the project and to develop risk mitigation strategies through the integration risk and related mitigation measures in key safegurd instruments, such as the project Environmental and Social Management Framework;
  • Support the implementation and coordination of prevention, risk mitigation, and response activities, by supervising the contract of service providers and services of any additional GBV Specalist consultants, ensuring the ethical and appropriate implementation of the GRM, by collaborating with PIU.
  • Monitoring and evaluating activities related to prevention, response, and mitigation of GBV risks, in line with GBV/SEA/SH Action Plan.
  • Resonsibilities: The Gender based Violence (GBV) Specialist will be responsible for the provission of technical assistance to the program in general and advance to the implementing partners technical guidance to ensure compliance and implementation of Gender Policy and adhering to the general procedures and guidelines of the World Bank (WB) in order to ensure quality output of program interventions and all all other tasks detailed in the Term of Reference (TOR) that will be provideed upon submission of application (in peron or by e-mail).

Government officials or civil servants will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six months prior to the date of the advert; (ii) their employment will not create conflict of interest.

  • Duration: The assignment will be for a period of twenty four 24 months with a possibility of extention, which shall be subject to satisfactory performance and availability of funds.

Selection Criteria: The selection shall be based on qualification, experience and skills of the candidate and followed by interview. The qualification, experience and skills should include: Holder of a Master degree in Social Sciences, Gender, Law or any other relevant dicipline. General Experience: Minimum eigth (8) years of working experience in the institutions related to public/private sector; Sepecific Experience: Minimum of five (5) years of specific continous working experiences in implementing GBV prevention and response activities, Working experience of at least five (5) years with International agencies, At least five (5) year of experience in conducting awareness compaigns on women rights, gender equality, GBV, and/or reproductive health considered an asset.

  • Practical working experience in training: Skills in stakeholder engagement and consultation, proven get-it-done attitude, ability to solve problems independently, and work with limited supervision. Self driven and proactive, focused on rapidly achieving results in advancing project implementation. Fluency in English and knowledge Arabic and other South Sudanese local dilects will be added advantage, knowledge and fluency in standard MS Office application (Word, Excel, Power point); Demonstrate interpersonal and negotiation skills including dipolmacy and tact; Good knowledge of the World Bank's Environmental and Social Risk Management Standards; Experience working in an FVC Contex is an added advantage; Good knowledge of relevant legislation/legal framework in South Sudanin area of GBV.
  • The MOGEI now invites eligible Individual Consultants to indicate their interest in providing the above-mentioned services. Interested consultants must provide information indicating that they are qualified to perform the services and furnish their Curriculum Vitae (CV) in the prescribed form that will be provide with TOR upon submission of application (in peron or by e-mail at the address given below).
  • The attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17of the World Bank's Procurement Regulations for IPF Borrowers' July 2016 revised November 2017, August 2018 and November 2020 [Procurement in investment Prject Financing; Goods, Works, Non-Consulting and Consulting Services], setting forth the World Bank's policy on conflict of interest.
  • A consultant will be selected in accordance with the procedures set out in the World Bank's "Procurement Regulations for IPF Borrowers' July 2016 revised November 2017, August 2018 and November 2020 for selection of individual consultant.
