The Government of South Sudan (GoSS) has received financing from the world Bank towards the cost of the implementation of Building Skills for Human Capital Development in South Sudan (BSHCDSS) .Based on aformentioned , MOHEST is seeking to use a portion of the proceed of the funds to finance the position of the Scoial Safe guard Specialist.
The overall Objective of the assignment will be responsible for the implementation of sub-project / activities is undertaken with full compliance of the projects' Social safe guard management framework and also in conformity with South Sudan policies and Laws , and the World Bank (WB) Social Safe guard polices . Emphasis will be placed on risk during the implementation of the program activities and mitigation measures must be idenified and managed accordingly.
Responsibilities: The Social Safe guard Specialist will asist PIU in providing technical advice and input to design reviews, preparation of TORs ,review of reports, studies / assessment and reports submitted by the implementing agency . The Social Safe guard Specialist will work closely with the Environmental Risk Specialist and Jointly be responsible for the regular monitoring and supervision of all risk management activities. The specialist , under the guidance of the project Director , will provide support to the implementing agency and the third party monitoring agency on deliverables.
The Social Development Specialist will be responsible for the implementation and supervision of all aspect related to social Safeguards, implementation of Social risk management instruments including Environmental and Social Management Framework(ESMF) , Environmental and Social commmitment plan (ESCP) , Stakeholder Engagement Plan(SEP) , labour management procedure ( LMP) , Social assessments , and grievances redess mechanism ( GRM) . She/he will monitor the implementing partners' teams to ensure that all social safeguard commitments are incorporated into the project activities and work processes.
Inorder to ensure quality output of the program intervention ansd all other tasks detailed in the Terms of reference ( TOR) that will be provided upon submission of application ( in personor by E-mail).
Government official or civil servants will not be considered unless : (i) they are on leave of absence without pay or have resigned or retired six months prior to the date of the advert , ( ii) their employment will not create conflict of interest .
Duration: The assigment will be for a period of twenty- four ( 24) months with a possibility of extension subject to satisfactory performance.
Selection Criteria: The Selection shall be based on qulification, experince and Skills of the candidate and followed by an interview. The qualification , experience and Skills should include:
- Minimum of Master Degree in Social Developement , Social policy , Sociology , Development Economics and other related field from, a recognised university.
- A minimum of 10 years working experience is required .
- A minimum of 5 years practical and relevant experience working with donors funded projects with practical experience in the social safeguard sector.
- work exeperince in post conflict countries such as south Sudan.
- Skills in stakholder engagement and consultations, and community , participant is deirable.
- knowledge and fluency in standard MS office applications ( Word, Excel , Power point ),
- Excellent Connunication skills : speaking , writing and listening. The MOHEST now invites eligible individual Consultants to indicate their interest in providing the above- mentioned services. A consultant will be selected in accordance with the procedures set out in the Orld Bank's Procurement Regulations for IPF Borrowers' July 2016 revised November 2017 , August 2018 and November 2020 for selection of individual conssultant.
